UN Security Council Resolution 1440 strongly condemned hostage taking in Moscow on October 23, 2002. It expressed condolences to the people and the Government of Russia and the families of the victims. The demand was expressed for the immediate and unconditional release of all hostages . The resolution also called on all states to cooperate with the Russian government in the search and prosecution of all participants and organizers of this terrorist attack .
