Nikolai Alekseevich Parshin (born August 14, 1972 in the city of Volgograd) - a Russian political figure, deputy of the State Duma of the VI convocation from January 29, 2014 to September 18, 2016. Member of the Communist Party faction. Member of the State Duma Committee on Natural Resources, Environmental Management and Ecology [1] .

Biography
In 1991 he graduated from the Volga Polytechnic College. In 2001, he graduated from the faculty of State and Municipal Administration of the Volgograd Academy of Public Administration. After graduating from college, from 1991 to 1999, he worked at the Volzhsky ATI plant. From 1999 to July 2001, he served as second secretary of the city committee of the Volzhsky Communist Youth Union [2] .
In December 2000, he participated in the elections to the Volga City Council of People’s Deputies; as a result of the elections to the City Council, he was not elected [3] . Since 2001, he worked in the Volga City Committee of the Communist Party of the Russian Federation as the first secretary. From 2001 to 2005, he worked in the Committee on Youth Policy and Patriotic Work of the Volzhsky Administration as Deputy Chairman. From 2005 to 2009 he was a deputy of the Volga City Duma, was the first deputy chairman. In 2009, he was elected to the Volgograd Regional Duma according to the lists of the Communist Party, he was the head of the Communist Party faction in the Volgograd Regional Duma. Since 2012, he was First Secretary of the Volgograd Regional Committee of the Communist Party [4] .
In January 2014, by the Decree of the CEC of the Russian Federation, N. A. Parshin received a vacant mandate, which died in December 2013 of State Duma deputy Alevtina Aparina [5] [6] .
Fraud charge criminal case
On May 26, 2014, the Investigative Committee of the Russian Federation announced that it was conducting an investigation in relation to State Duma deputy Parshin for involvement in a crime under the “fraud” article in the amount of 25 million rubles, in addition, the Investigative Committee announced suspicions against Parshin that he had taken up to 10 million rubles for places on party lists, but did not fulfill his promises [7] . On July 4, 2014, State Duma deputy Parshin was deprived of his integrity by a resolution of the State Duma on the proposal of the Prosecutor General of the Russian Federation. In the submission of the Prosecutor General, Parshin was accused of committing a crime under article 159, part four - fraud by a group of persons by prior conspiracy on an especially large scale [8] .
In October 2014, the Investigative Committee of the Russian Federation formally charged Nikolai Parshin, the essence of which was that he participated in committing fraudulent acts as part of the group. According to investigators, in 2008 the head of the Sredneahtubinsky district, Sergei Tikhonov, sold the building of the former school along with the site for 250 thousand rubles. Later Tikhonov appealed to the regional authorities with a request to redeem the school, but for 25 million rubles. According to investigators, the task of Parshin as a deputy of the Regional Duma was to lobby for the allocation of funds from the regional budget for the purchase of the school. In turn, Nikolai Parshin himself declared his innocence [9] . The chairman of the party, Gennady Zyuganov, said that Parshin was being persecuted for political reasons, while Nikolai Parshin himself called the catchy case political against him [10] .
In February 2015, one of the accomplices in the Parshin case, Andrei Uvarov, the former head of the Volzhsky finance department, was convicted. Earlier, the conviction entered into force against Sergei Tikhonov, who was eventually sentenced to real imprisonment for two years [11] . In September 2015, Parshin was put on the wanted list and arrested in absentia, but the court’s decision to arrest was later quashed. The representative of Parshin said that his principal is not hiding anywhere, attends State Duma meetings and goes for interrogations to the Investigative Committee in Moscow [12] .
In June 2017, six months after the end of the powers of the State Duma deputy, Nikolai Parshin was removed from the post of First Secretary of the Regional Committee of the Communist Party [13] . As of July 2018, Nikolai Parshin was on the federal wanted list [14] . In January 2019, Nikolai Parshin also remained on the federal wanted list [15] .
