History
Created by the merchant Moses Nikiforov, together with other merchants, a two-year school, which in the 19th and 20th centuries was preparing navigators for coastal navigation and pilots for the needs of the Russian fleet. It was the second possible step in obtaining education for local residents who were trained in the public school. It is also known far beyond the region as a vocational school - among the students of the school were natives of Kronstadt, Novgorod province, Penza province, Yaroslavl province, Vologda province, Odessa. One of the prerequisites for the opening of the school was the changing economy of the region - the traditional industries associated with harvesting fish and rafting could no longer provide the active population and faded into the background.
The Ustyinsk Naval School played a large role in the training of personnel reserve and specialists for the fleet of the Russian Empire, releasing a large number of high-class specialists. This was facilitated both by the financial support of the Ministry of National Education, and by a serious approach to training - the kits to the school were small, the students had to pass the “transferable” exams, the period of study was not limited. The school was supported by the Ministry of Finance and the General Directorate of Merchant Shipping and Ports. Grand Prince Alexander Mikhailovich donated 125 rubles annually to the school.
Learning Structure
The school was a two-class educational institution of the 1st grade, which took mostly literate young people who had received primary education for courses. Preference was given to candidates with experience of service as a sailor.
The school taught basic set of subjects: arithmetic, geometry, algebra, trigonometry, navigation, sailing, maritime practice, rigging, geography, law, Russian language. The school itself did not have a permanent building and periodically lived in the houses of the merchants Nikiforov, Mironov, Petrov.
Successful completion of studies was recorded by issuing a certificate of completion of the nautical classes, exempting the owner from military service. The school opened up several opportunities for graduates, including:
- Continue training on the specialty of the pilot in St. Petersburg or Lebyazhye
- Continue training on the specialty skipper
- To work on a popular specialty, without leaving the region
It is important to note that the government successfully passed the state exam and defended the diploma navigator, the government provided an indefinite passport.

In the village of Ustye, Kovashevsky volost, there are nautical classes, opened in the month of November 1886. Classes are placed in the house of a local peasant Maxim Petrov, with whom a contract of 125 rubles is annually concluded. without heating. At present, the peasants of the Ustinsky rural society have received a petition for issuing an annual allowance of 100 rubles to pay for the premises occupied by the nautical classes. Alumni
The history of the school is closely connected with the names of the residents of the urban district of Sosnovy Bor and their ancestors. She graduated from the indigenous inhabitants of these places I.V. Treskin, A.M. and V.M. Mironovs, M.N. Prokofiev, I.S.Karasev, N.I.Lukin and others. Graduates of the school were MP Panfilov, who in 1920 led one of the first Soviet merchant ships to foreign navigation, then headed the Baltic transport fleet, as well as the Hero of the Soviet Union, Ivan Ivanovich Afanasyev .
