State youth policy in the Russian Federation

State youth policy is the direction of the Russian Federation, which is a system of measures of regulatory, financial, economic, organizational, managerial, informational, analytical, personnel and scientific nature, implemented through interaction with civil society institutions and citizens, actively expanding opportunities for effective self-realization of youth and increase the level of its potential in order to achieve sustainable socio-economic development, global competitiveness, national security of the country, as well as strengthening its leadership positions on the world stage [1] .

The main means of developing the potential of young people is to inform them about development opportunities, and to involve them in the socio-economic, socio-political and sociocultural life of Russian society.

Youth Policy Development in Russia

At the end of the Soviet Union, the country's leadership was preoccupied with youth problems. The Komsomol was in the deepest crisis and it was necessary to solve the problems of the young generation outside the social structure. So in 1990, the post of the Commissioner for Youth Affairs of the USSR President appeared, which was then proposed to take Andrei Sharonov . In the summer of 1991, after the election of the President of Russia, the RSFSR State Committee for Youth Affairs was created in the new Russian Government, headed by the same Andrei Sharonov . At the end of 1991, he became plenipotentiary representative of the government for youth affairs. On September 16, 1992, a committee on youth affairs appeared under the government of the Russian Federation, which was again headed by Andrei Sharonov. On December 23, 1996, after Sharonov left the Russian Ministry of Economy, the State Committee was headed by Tatyana Novikova. On June 24, 1998, instead of the State Committee, the Department of Youth Affairs appeared in the Ministry of Labor and Social Development.

But on September 22, 1998, the State Committee for Youth Affairs was again revived, it was headed by Denikin, Viktor Ivanovich . From May 25, 1999 to May 17, 2000 it was called the State Committee of the Russian Federation for Youth Policy. [2] 2000 to 2004, it was again abolished and its functions were transferred to the Department of Youth Policy of the Ministry of Education of the Russian Federation, which was headed by Galina Kupriyanova. The Department was supervised by Deputy Minister Yuri Vasilievich Kovrizhnykh.

On June 1, 2004, as a result of administrative reform, within the framework of the newly formed Ministry of Education and Science, the Department of State Youth Policy, Education and Social Protection of Children (the word “state” was removed in the title from 2005) was headed by Sergey Apatenko . Since November 2006 - Alina Afakoevna Levitskaya . In 2004, the Youth Agency was established at the Federal Agency for Education.

By the Decree of the President of the Russian Federation dated September 14, 2007 No. 1274, the State Committee of the Russian Federation for Youth Affairs was created , the head of which by the order of the Government of the Russian Federation was appointed Vasily Yakemenko .

The State Committee of the Russian Federation for Youth Affairs has been renamed the Federal Agency for Youth Affairs . The organizational status and legal basis of the Agency’s activities are enshrined in the Regulation approved by Decree of the Government of the Russian Federation of May 29, 2008 No. 409.

Until May 21, 2012, the Federal Agency for Youth Affairs was under the jurisdiction of the Ministry of Sport, Tourism and Youth Policy of the Russian Federation , and on May 21, 2012 it was subordinate to the Ministry of Education and Science of the Russian Federation . Since June 23, 2012, the head of the Agency is Sergey Yurievich Belokonev .

On December 27, 2013, the Deputy Minister of Education and Science of the Russian Federation Veniamin Kaganov and the head of the Federal Agency for Youth Affairs Sergey Belokonev presented the draft “Youth Development Strategy for the Period until 2025” .

On December 2, 2014, following an active discussion in federal universities , the Public Chamber of Russia , in public associations and youth forums of Russia with the active participation of the head of the FADM S. Pospelov and deputy head of S. Chuev, Russian Prime Minister Dmitry Medvedev approved the “Fundamentals of State Youth Policy up to 2025 "(Order of November 29, 2014 No. 2403-p) [3] . The basics are aimed at fostering citizenship and patriotism, as well as the formation of the values ​​of a healthy lifestyle and the institution of the family [4] .
