A flax processing plant in the Kulikovka district center was built and commissioned in 1932 in accordance with the first five-year plan for the development of the national economy of the USSR [1] .
During the Great Patriotic War , on September 8, 1941, Kulikovka was occupied by the advancing German troops , on September 16, 1943, it was liberated by the Soviet troops of the Central Front [1] .
In accordance with the fourth five-year plan for the restoration and development of the national economy of the USSR in 1945, the flax mill was restored and resumed operation [1] .
The production plan of 1949 the plant fulfilled by 148%, and the plan of 1950 - ahead of schedule, by November 7, 1950 [1] .
In 1959, the plant was reconstructed: new buildings were built and new equipment was installed, in 1958, four brigades were given the honorary name of the brigades of communist labor [1] .

As a result, the gross output of the enterprise was increased from 1,416 thousand rubles in 1967 to 3,461 thousand rubles in 1970. For the ninth five-year plan, it was planned to equip the enterprise with new equipment [1] .
As of the beginning of 1972, the flax fiber of the plant was supplied to enterprises of the textile industry of the RSFSR (in Kostroma , Kalinin , Murom and other cities) [1] .
In general, in Soviet times, the flax mill was one of the largest enterprises of the district center [2] [3] , on its balance sheet were the factory club and other objects of social infrastructure [1] .
The plant produced long and short flax fiber, as well as tow and fuel briquettes from production waste.
