Biography
Born in the family of Colonel Thomas Russell. He graduated from St. Andrews University with a master's degree.
Member of the Second World War . He served in North Africa and Italy as part of the Black Watch battalion, Cameronians (Scottish rifles) and parachute regiment, took part in the assault attack on Taranto (1943), was wounded in February 1944 and taken prisoner.
In the postwar period, he served as an adjutant of the First Parachute Regiment of the Infantry Training Center (ITC), in September 1946 he was dismissed as a captain.
Then he was appointed to the colonial administrative service, he completed a course of colonial management at St. Peter's College, University of Cambridge, with a diploma in anthropology.

- 1949-1951 - Chairman of the District Administration in Malaita County in the British Solomon Islands ,
- 1951-1952 - transferred to the headquarters of the High Commissioner of the Western Pacific in Suva ,
- 1952-1954 - Assistant Secretary of the British Solomon Islands for personnel and finance,
- 1954-1956 - District Commissioner Malaita,
- 1956-1957 - In the office of the Ministry of Colony Affairs in the UK.
Since 1957, again in senior positions in the administration of the British Solomon Islands. In 1962-1965 - Deputy Secretary for Finance, in 1965-1970. - Secretary of Finance.
In 1970-1974 - Chief Secretary of the British Solomon Islands.
In 1974-1981 - Governor of the Cayman Islands.
In 1982-2000 was the representative of the government of the Cayman Islands in the UK.
In 2003, published an autobiography, "I have the honor to be." In 2012, Prince Philip appointed him lifelong vice-president of the Royal League members of the former services of the Commonwealth.
