Maxim Valentinovich Andreev (born November 10, 1977 , Kazan ) is a Russian scientist and public figure, Doctor of Law, Professor of the Kazan Law Institute of the Ministry of Internal Affairs of Russia. Founder and CEO of Logos Publishing House named after Academician V.I. Andreeva.

Biography
Born November 10, 1977 in Kazan. In 1999 he graduated with honors from the Law Faculty of Kazan State University . While still a student, he initiated the creation of the first legal journal “Law and Practice” in Tatarstan; was involved in the legal support of a number of large investment projects in the Republic of Tatarstan: the first Tatinkom mobile communications system, the reconstruction of the Novo-Mendelevsky chemical plant, the construction of the import-substituting Polymiz plant [1] .
In 1999, he entered the full-time postgraduate study in international law at Kazan University and already in 2001 defended his dissertation ahead of schedule on the topic “Modern International Legal Aspects of Reforming the UN Security Council” [2] . Conclusions and suggestions on the candidate’s materials were included in the doctrine of the Russian Foreign Ministry on the possible reform of the United Nations.
From 2002 to 2011, he headed the Department of Law, History and Political Science of the Academy of State and Municipal Administration under the President of the Republic of Tatarstan . In this position, he organized all-Russian conferences, round tables on the problems of the federal structure of Russia, constitutional reform, development of the electoral system, reform of the civil service, participated in negotiations with foreign partners on the development of the training system for state and municipal employees (Paris, France), made presentations at various international and all-Russian forums, in particular at the ENTO Forum at the Council of Europe (Cimbra, Portugal), he gave an open lecture in Oxford University (St. Anthony's College, Oxford, UK), annual meetings of the Russian Association of International Law (press center of the Russian Ministry of Foreign Affairs, Moscow).
In December 2009, he defended his thesis for the degree of Doctor of Law on the problems of ensuring national and international security of the Russian Federation [3] , becoming the youngest doctor of law in Russia. In January 2012, the second in the history of the Higher Attestation Commission received a doctorate in legal sciences on appeal. The results of this scientific work were positively evaluated by both chambers of the Federal Assembly and the Russian Foreign Ministry.
In 2012, M. V. Andreev was invited to the post of professor at the Department of State Law Disciplines of the Kazan Law Institute of the Ministry of Internal Affairs of Russia [4] [5] .
The materials of his scientific research were the basis for the author's course "Fundamentals of the theory of national security", in 2012 the first textbook of M.V. Andreev was published for this course. In 2017, the lecture course “Fundamentals of the Theory of International and National Security” was translated into English and Persian, published in Iran and sent to scientific and educational centers around the world, including the library of the US Congress, the Council of Europe, leading universities of Eurasia [6] [ 7] .
In 2018, this textbook by M.V. Andreev was recognized as the textbook of the year at the All-Russian competition “University Book-2018” in the nomination “The Best Bilingual Textbook” [8] .
Professor M.V. Andreev gives lectures on urgent problems of the development of the legal and political system in the framework of the courses "International Law", "Constitutional Law", "Theory of State and Law", and "International Legal Assistance in Criminal Matters" at the MLC of the Ministry of Internal Affairs of Russia.
When preparing the Ministry of Internal Affairs for public order and security at the 2018 World Cup, M.V. Andreev developed the author’s course “Ensuring Human Rights during Mass Sports Events”.
Member of the Doctoral Dissertation Council on Political Science and the Expert Council on socio-political and ethno-religious issues at Kazan Federal University.
Since 2015, he is a member of the Scientific Advisory Council of the Prosecutor's Office of the Republic of Tatarstan and the Public Council of the Ministry of Culture of the Republic of Tatarstan.
Publishing
In parallel with scientific and educational activities, M.V. Andreev has been heading the Logos publishing house since 1999, which he created together with his father, academician V.I. Andreev [9] .
Over the years, the publishers saw the light of hundreds of thousands of books and millions of print runs of periodicals. For 15 years, with regularity twice a week, “Logos” has been the official publication of decrees and orders of the Cabinet of Ministers of the Republic of Tatarstan and normative acts of republican executive bodies [10] . Andreeva, the following projects were implemented: a series of books about the presidents of Russia and Tatarstan “Boris Yeltsin and Tatarstan”, “Vladimir Putin and Tatarstan”, “Mintimer Shaimiev and Tatarstan”, “Rustam Minnikhanov and Tatarstan” and others were published.
Outreach
In 2014, M.V. Andreev proposed to the Metropolitan of Kazan and Tatarstan Anastasia the creation of the Spiritual and Educational Center of the Tatarstan Metropolis of the Russian Orthodox Church with the Museum of the Kazan Icon of the Mother of God. The initiative was supported even after 4 years in the building of the former Lozhkinskoy city almshouse, which before the revolution housed the house church of St. Sergius of Radonezh, the spiritual and educational center “Kazan Cathedral” was solemnly consecrated by Metropolitan Theansky and Tatarstan [12] [13] [14] .
In January 2017, M.V. Andreev was invited to the opening of the Visit Russia office at the Russian Embassy in Spain, open for the implementation of the initiative to develop direct inbound international tourism to Russia. Upon returning to Russia, M. Andreev met with the mayor of Kazan, I. Metshin, and offered him the implementation of a similar initiative called “Visit Kazan”. The company of the same name was created, which was included in the register of federal tour operators. One of the promising tourist programs that attract the attention of foreign tourists is the announced “Great Volga Way” tour using water excursions, which was also included in the Federal Tourism Development Program [15] .
In April 2018, on the initiative of a number of public institutions in Russia, Azerbaijan and other countries, the Great Volga Way international non-governmental organization of the Volga-Caspian cooperation was created, the president of which was elected M.V. Andreev [16] [17] [18] . He initiated the holding of the World Congress on Inter-Religious and Interethnic Dialogue in Kazan.
Family
Father - Valentin Ivanovich Andreev (1940-2015) - Honored Scientist of the Russian Federation, Honored Professor of Kazan University, academician of the Russian Academy of Education.
Mom - Andreeva Lyudmila Stepanovna (the eldest daughter of Nilov Stepan Sergeevich, First Deputy Minister of Agriculture of the TASSR, deputy of the Supreme Council of the TASSR), worked for more than twenty years as a researcher, chairman of the trade union committee of the All-Union Scientific Research Institute of Hydrocarbon Raw Materials (VNIIUS), then more than twenty-five years working in the system of additional education of Tatarstan.
Sister - Julia Valentinovna Andreeva, candidate of psychological and doctor of pedagogical sciences, professor of Kazan Federal University, since 2000 - chief editor of the publishing house "Logos".
Spouse - Tatyana Viktorovna Andreeva, candidate of economic sciences, associate professor.
Sons - Ilya (born 2001), Timothy (born 2009). Daughter - Ulyana (born 2010).
