Leib Yankelevich (Lev Yakovlevich) Lumer ( May 5, 1908 , Valegotsulovo, Alexandria district of the Kherson province - 1979) [1] - Soviet design engineer, laureate of the USSR State Prize (1967).

Biography
In 1922 he moved to Odessa with his parents, worked at the mill as a lubricant and engine driver, as a turner. Without interruption from production, he graduated from school and the Odessa Engineering College (1929).
Since 1933, in senior engineering positions at factories in Kolomna and Moscow. In 1940 he graduated in absentia from Odessa Industrial Institute with a degree in Cold Metal Processing.
From the end of the 1940s, he worked in Chelyabinsk-40 : senior engineer of the Spetsmontazh section, in 1951-1955 he was the chief technologist of the special installation at section 6 of the Spetskhimmontazh trust.
From 1955 to 1961 he was chief engineer and deputy head of the production department of the Spetskhimmontazh trust in Moscow. He participated in the creation of the first industrial nuclear reactors. In 1958, he directed the installation area of MU No. 3 in Chelyabinsk-40 during the liquidation of the consequences of the accident at the Mayak Production Association, performing design and survey works at Plant No. 35.
In 1961-1975, the chief technologist of NIKIMT . The structure of his service included design and technological departments in Moscow and specialized departments in the cities of Chelyabinsk-40, Tomsk-7, Krasnoyarsk-26, as well as in Obninsk, Shevchenko, Navoi, where the enterprises of the nuclear industry were located.
Since 1975, retired.
