International Association of Athletics Federations

The International Association of Athletics Federations ( IAAF ; Eng. International Association of Athletics Federations; IAAF , until 2001 - The International Amateur Athletics Federation; International Amateur Athletics Federation; IAAF ) - the world governing organization in athletics [1] . It was founded in 1912 at the first congress in Stockholm , Sweden .

It changed its name in 2001 “in order to reflect the current status of athletics as a sport that supports its professionals with the help of income from marketing programs and from the sale of television rights” [1] .

The IAAF is established for an unlimited period of time with the legal status of an association in accordance with the laws of Monaco .

Currently (2011), 212 countries are members of the IAAF [2] (3 more countries than FIFA , and 20 more than the UN ) [3] . In 1933, the headquarters of the organization was located in Monaco, where it is located to this day. President - Sebastian Coe ( UK ).

History

On July 17, 1912, two days after the end of the competition for the athletics program of the Olympic Games , a Congress was held in Stockholm on the formation of the International Federation for Amateur Athletics. The meeting was attended by representatives of 17 countries: Australia , Austria , Belgium , Canada , Chile , Denmark , Egypt , Finland , France , Germany , Greece , Hungary , Norway , Russia , Sweden , Great Britain and the USA . There is a need to create an international governing body for athletics in connection with the development of international competitions and the Olympic Games. A universal set of Rules and Regulations and a general definition of amateurism that would be accepted around the world has become a necessity, as is the registration of world and Olympic records. This meeting in Stockholm was a test step, although the IAAF considers it the first Congress, and subsequent Congresses count down from it.

In 1913, Congress approved the first Constitution in Berlin , and 34 national federations appeared on the first list of members. Siegfried Edstrom (Sweden) was elected President, Christian Hellstrom - Honorary Secretary. The first Technical Rules of international competitions were presented in 1914 at the Third Congress in Lyon ( France ) by the new Honorary Secretary Hilding Kjellman ( Sweden ), and it was recommended that national federations approve such rules for their local competitions.

In 2012, the IAAF Hall of Fame was created.

Goals

  1. Act as the world governing body of athletics.
  2. To promote athletics, as a sport, and its ethical values, as a subject of education and life-affirming and vital activity.
  3. Encourage athletics at all levels throughout the world, regardless of age, gender or race.
  4. Strive to ensure that no discrimination on the basis of gender, race, religion, politics or any other form of unfairness is allowed in athletics and that everyone can engage in athletics regardless of their gender, racial, political or religious beliefs or some other inconsistencies.
  5. Create and apply the Rules and Regulations to guide athletics and ensure their application in accordance with their conditions in all competitions authorized by the IAAF, the Continental Association or the national federation.
  6. Supervise and monitor the performance of duties by national federations.
  7. Create and use a mechanism according to which all disputes in athletics should be resolved by the arbitration court .
  8. Advocate the principle of "fair play" in sports , in particular, play a leadership role in the fight against doping in athletics and the wider sports community, develop and support detection, containment and education programs aimed at eliminating the source of doping in sports.
  9. Strengthen and support the worldwide development of athletics and the dissemination of technical, medical, organizational, financial or other information that helps national federations and continental associations to achieve this goal.
  10. Team up with the IOC and assume the leadership role in achieving the goals of the Olympic Movement. In particular, take full responsibility for the organization, control and refereeing of athletics competitions in the program of the Olympic Games .
  11. Strengthen and develop relations with other international federations, national governmental and non-governmental organizations in order to promote the interests of sports in general and athletics in particular at all levels around the world.
  12. Recognize world, Olympic and other athletics records that Congress deems necessary to recognize.
  13. Organize and promote the IAAF World Championships and any other athletics championships, competitions or events that Congress considers desirable.
  14. Use all IAAF rights to achieve these goals.
