Born and raised in the city of Kovrov. In 1986-1988 served in the army.
He graduated from the hydrological faculty of the Russian State Hydrometeorological University (1992) and graduate school at St. Petersburg State University, in 1996 he defended his thesis on "The use of stochastic methods for short-term forecasting of water levels in the wedging zone of the Cheboksary reservoir."
In 1996-2002 he taught at the Department of Hydrophysics and Hydrological Forecasts, Russian State Medical University .
In 2002-2008 worked in the USA (Silver Spring) and Australia (Melbourne).
From 2008 to 2017 - Professor, Head of the Department of Hydrogeology and Geodesy, Russian State Medical University .
Doctor of Technical Sciences (2010, topic of the dissertation "Fundamentals and methodology of automatic calibration of multi-parameter hydrological models").
He participated in the projects:
- “Development of methodological foundations and technologies for managing water resources of river systems not adequately covered by hydrometeorological observations (on the example of the Mekong river basin)”,
- “Development of innovative technologies for monitoring and forecasting hydrometeorological conditions that ensure the safety and efficient operation of railway transport”,

Since January 2018, Director of the State Hydrological Institute. Organized a new scientific unit - the department of forecasting hydrological processes and experimental hydrology.
He died on December 24, 2018 after a serious illness.
