Alexander Leonidovich Sidorov (born March 15, 1952 in the city of Khanty-Mansiysk, Tyumen Region ) is a Russian statesman and politician. Member of the State Duma of the VII convocation . Member of the faction "United Russia" , member of the State Duma Committee on the federal structure and issues of local government [1] .

Biography
In 1974, he graduated with a degree in jurisprudence from the Tyumen Industrial Institute. In 1999, he received his second degree in agricultural construction at Tyumen State University. In 2003 he defended his thesis for the degree of candidate of economic sciences at the Tyumen State Academy of Architecture and Civil Engineering [2] . In 1974, after graduating from the university, he worked for several months as the foreman of the construction department No. 9 of the Surgutgazstroy trust of Glavtyumenneftegazstroy. From 1974 to 1975 he served in the Soviet Army. After demobilization from the army, he returned to the construction department of the Surgutgazstroy trust, worked as a construction superintendent, section head, chief engineer, department head [3] .
From 1987 to 1988 he worked in the Surgutgazstroy trust as the chief engineer of the trust. In 1989, he worked in the executive committee of Surgut as a deputy chairman. In April 1990, by decision of the city council of people's deputies, he was elected chairman of the Surgut city executive committee. From 1991 to 2010 - Head of the Administration of Surgut, Tyumen Region. In 1991 he was appointed head of the administration of the city of Surgut. In 1996, he was repeatedly popularly elected mayor of Surgut, in March 2000 he was re-elected Head of the Administration of Surgut, and in April 2005 he was elected for the fourth time as head of the Administration of the city of Surgut [4] .
In 1993, he became the organizer, head of the Check Investment Fund for Social Protection and Development of Indigenous Peoples of the North “Title” (since 1998 - an investment company) [5] .
In 2001, he was elected to the Tyumen Regional Duma of the 3rd convocation in the single-mandate constituency No. 9 [6] .
In November 2010, by a decision of the Duma of the Khanty-Mansiysk Autonomous Okrug, he was appointed the Commissioner for Human Rights in the Khanty-Mansiysk Autonomous Okrug - Ugra, served until 2015, and in July 2015 resigned “for personal reasons” [7] .
Since 2015, he worked in the Khanty-Mansiysk regional branch of the All-Russian Council of Local Self-Government as a Director General [8] .
In September 2016, he ran for the State Duma from the lists of the United Russia political party; according to the election results, he was elected as a deputy of the State Duma of the Russian Federation of the VII convocation from single-mandate constituency No. 223 [9] .

From 2016 to 2019, during the exercise of the powers of a deputy of the State Duma of the VII convocation, he co-authored 32 legislative initiatives and amendments to draft federal laws [10] .
