Overview
For the first time, the post of vice president was created simultaneously with the post of president of the country in February 1961. According to amendments to the Constitution in 1966, the vice president became the automatic successor to the president in the event of a vacancy in this post [1] . At the same time, Albert-Bernard Bongo was appointed vice president, who on November 28, 1967 , constitutionally replaced President Gabriel-Leon Mbou, who died after a long illness. In April 1975, the post of vice president was abolished, and his functions were transferred to the prime minister [1] .
The post of vice president was reinstated in 1997, but now he was replaced by presidential decree and, having the authority of the deputy president, was not his successor in the presidential post. Ali Bongo Ondimba, after being elected president, abolished the post of vice president again in October 2009, but reinstated him in August 2017 [1] .
Mandate
The President appoints the Vice President after consultation with the Presidents of the Houses of Parliament of Gabon , and may, at his discretion, remove him from office. A vice president may, but is not required to, be a member of parliament. The vice president resigns after the new president takes office.
The powers of the vice president are limited; in accordance with the constitution, he is an assistant to the president; he cannot change his president in the event of a vacancy or temporary disability. The Vice President is a member of the Council of Ministers and may replace the President in the management of this collegial body.
