History
The house of the Governor General was located in the administrative center - at the modern intersection of Dostyk Avenue and Tole Bi Street, directly opposite the Park named after the 28th Guards — Panfilov’s. Nearby were gymnasiums - male and female , in one of the buildings is now the KazPI faculty. The regional government was located in the same square. [one]
The original governor's palace was a three-story brick building, similar to the palaces of the Italian Doges, located on the corner of Kolpakovsky (Dostyk) and Governor's (Kazybek bi) streets. [2]
On May 28, 1887, a powerful Vernensky earthquake occurred . As a result of a 9-point earthquake, Verny was almost completely destroyed. 1799 stone buildings turned into ruins, there were much less destroyed wooden houses. At the site of the Church of the Intercession of the Most Holy Theotokos , a gymnasium, a governor’s house, a bishop’s yard, only piles of brick remained. The analysis of the blockages continued until July. [3]
In 1894, after the destruction of the previous building, a small one-story squat building was erected. The new house was designed from logs of the Tien Shan fir by the architect V. Brusentsov taking into account seismic. [2]
In 1910, a bust of Kolpakovsky was installed in the Pushkin Park of Verny (now the park named after 28 Panfilov guardsmen ). It was located in the southern part of the square, not far from the office of the Governor General. In the future, it was planned to establish a full-fledged monument, but this was prevented by the First World War. After the October Revolution, Soviet power destroyed a monument to the Tsar and a bust of the first Governor of Verny, who was in Pushkin Park. [four]
During the Civil War, a decision was signed in this building on the recognition of Soviet power in the Semirechensk region. For some time it was housed by the Revolutionary Committee, then the District Committee of the RCP (B.).
Until 1994, the building was used as a hospital. The historical building in 1995 burned down under mysterious circumstances. [2]
The ruins of the building were completely demolished in the fall of 2004. [5] A residential complex was built on this site. [6]
Monument Status
On April 4, 1979, the Decision of the Executive Committee of the Alma-Ata City Council of People’s Deputies No. 139 “On Approving the List of Monuments of History and Culture of the City of Alma-Ata” was adopted, which indicated the building of the house of the Governor General. [7] The decision provided for the issuance of a security obligation and the development of projects for the restoration of monuments.
November 25, 1993 became part of the Almaty State Historical, Architectural and Memorial Reserve . New construction is prohibited on the territory of the reserve. Reconstruction of objects is possible only with the permission of the Ministry of Culture of Kazakhstan. [eight]
On November 10, 2010, the new State List of Monuments of History and Culture of Local Significance of the city of Almaty was approved, at the same time all previous decisions on this subject were invalidated [9] . In this Decree, the building was not indicated, since it actually did not exist and in its place was a multi-storey residential complex.
