Born on November 14, 1861 in the city of Peterborough , at that time part of the Canada West region of the province of Canada (now in Ontario ). From 1893 to 1897 he was mayor of the village of , province of British Columbia , was re-elected three times.
In 1898, Green member of the from County, and in 1903 he was elected from County. After became part of the government of as Minister of Mines, Education, and Land Management, as well as the . He left the Legislative Assembly in 1907, not becoming a candidate in the next election.
In 1912, Green was elected to the House of Commons from by election, replacing the resigned , appointed Commissioner for Railways. In County was divided into two, and Green became a deputy from the District. In 1921, at the end of his term in the House of Commons, Green was appointed Senator from British Columbia. In the Senate, he served until his death.
