The public health committees are provincial and district organizations that were established in the Russian Empire in 1852 to protect the health of the country's population and take timely measures to curb epidemic and epizootic diseases [1] . The tasks of the Committees also included the dissemination of medical and hygienic knowledge among the population [2] .
In 1865, during the transformation of the provincial institutions, the provincial public health committees, as independent establishments, were retained only in Siberia (in the Privislyan Territory, public health committees were never established), where they were formed, chaired by the governor, from the state assets manager, medical inspector The council, senior veterinarian, police master, the head of the provincial city and the clergyman for the purpose of the consistory [1] .
In all other provincial cities, the duties of the Public Health Committees rested on the general presences of provincial governments, whose composition, in appropriate cases, could be, at the discretion of the governor, strengthened by provincial and noble leaders , state treasury governors, state-owned property council, the police chief , the mayor , clerics appointed by the consistory , the assistant medical inspector and others likely to be n useful to the common cause with his knowledge and influence [1] .
Everywhere, county public health committees were created, which were composed of a police officer, police chief, county or city doctor, mayor and the senior ecclesiastist in the city, chaired by the county leader of the nobility [3] ; other persons could be invited to participate in KOZ meetings. The measures prescribed by the provincial Public Health Committees were also binding on county committees [4] [1] .
After the October Revolution, the public health committees were disbanded by the Bolsheviks [2] . While the communists created a worthy replacement for them, many thousands of people in Russia died from rampant epidemics at that time (see, for example, the Smallpox article).
