“Uzdunrobita” ( Uzbek. O'zdunrobita ) is a mobile communications operator that provided communication services in Uzbekistan under the brand name MTS. He was a subsidiary of Mobile TeleSystems OJSC ( Russia ). Structure
The company consisted of the Head Unit (located in Tashkent ) and 20 branches and units located in the regional and administrative centers of the Republic of Uzbekistan . [one]
History
In August 1991, at the initiative of the Ministry of Communications and with the support of the Government of the Republic of Uzbekistan , a joint Uzbek- American enterprise, Uzdunrobita Company, was established, which was the first not only in Uzbekistan but also in Central Asia to provide cellular services . The first general director of the company was Yuri Vasilyevich Snezhkov. In August 1992, the commercial operation of the cellular communication network of the Uzdunrobita joint venture began, which at that time worked in the NMT-450 standard.
In mid-1994, it was decided to launch activities in the analog AMPS standard and in digital Digital AMPS (IS-54). In March 2002, the Uzbek Post and Telecommunications Agency JV Uzdunrobita received a Licensed permission to provide mobile services in the GSM-900/1800 standard. [2] . On June 15, 2006, the Uzdunrobita company began to provide its services under the updated MTS brand [3] . On June 28, 2007 Mobile TeleSystems OJSC completed the acquisition of Uzdunrobita JV. [4] [5]
In April 2007, the company received licenses for the provision of 3G and WiMAX services. [6]
In mid-June 2012, the leadership of Uzdunrobita was at the center of the scandal: Uzbek law enforcement authorities suspected him of embezzlement and tax evasion. MTS President Andrei Dubovskov sent a complaint to the prosecutor general’s office, accusing the company’s director Behzod Akhmedov and other managers of the facts of “bad management, misrepresentation, misuse of funds and property theft”. Behzod Akhmedov , together with his family and mother-in-law, left the country [7] .
On July 17, 2012, the provision of communication and Internet services in Uzbekistan, including local and international calls, SMS sending, the provision of roaming services, the ability to transfer funds from one account to another, replenishment of an account, etc., is suspended by an order of the Uzbek Communications and Information Agency for No. 19-L dated July 17, 2012 the license of IPP O'ZDUNROBITA in the form of LLC was suspended.
On July 31, 2012, MTS-Uzbekistan announced the following “Friends, by the decision of the Tashkent Commercial Court of July 30, 2012, suspension of the Uzdunrobita IP license for the provision of cellular communication services is extended for 3 months. In this regard, Uzdunrobita IE apologizes and reminds its subscribers that the subscriber numbers, connected services and funds on personal accounts will be retained by the subscribers during the period of temporary suspension of company activity. The subscription fee and service packages will not be charged. ”
The Board of Appeals of the Tashkent City Criminal Court as part of the appeal of Uzdunrobita LLC, a 100% subsidiary of MTS in Uzbekistan, to the decision of the Tashkent City Criminal Court of September 17, 2012 against four employees of MTS-Uzbekistan, November 8, 2012 canceled the decision of the court of first instance on the circulation of the property of Uzdunrobita LLC to the state’s income and determined the amount of financial claims against Uzdunrobita LLC in the amount of about $ 600 million with the possibility of paying this amount in installments point for eight months.
Bankruptcy Procedure
On February 7, 2013, on the official website of the company, it was reported that Uzdunrobita LLC on January 18, 2013 appealed to the Tashkent Economic Court to declare bankruptcy. On February 7, 2013, the court accepted the case for consideration in accordance with Section 70 of the Bankruptcy Law of the Republic of Uzbekistan, and introduced a monitoring procedure.
On April 22, 2013, the Tashkent Commercial Court declared Uzdunrobita LLC IP bankrupt, also by the decisions of the regional economic courts and the economic court of the Republic of Karakalpakstan dated June 10, 2013, the regional branches of MTS in Uzbekistan were declared bankrupt. On May 31, 2013 all the property of MTS-Uzbekistan was put up for auction by the decision of the Uzdunrobita committee of creditors. [8]
Return Ability
In the summer of 2014, a number of news agencies in Uzbekistan published information about the return of MTS to the country's market. At the end of July, MTS OJSC announced the signing of a settlement agreement with Uzbekistan, according to which the Company plans to resume activities to provide mobile services throughout the Republic of Uzbekistan as part of a joint venture with state participation. The parties intend in the near future to complete all the procedures provided for by the Amicable Agreement and launch the mobile network into commercial operation by the end of 2014.
Return to Uzbekistan Market
In August, it became known about the new MTS subsidiary. The name of the new operator is Universal Mobile Systems (UMS) . According to the government decree, registration should be completed on August 25, technical input on November 1, and the launch of a new mobile operator is scheduled for December 1, 2014. [9]
