Biography
Born June 18, 1883 in the city of Artigas . Companion José Batlle-and-Ordonez , in 1913-1915 - Minister of Education under his presidency. From 1915 - Minister of the Interior, then Foreign Minister under President Feliciano Viera .
He advanced the alternative “ Monroe Doctrine ” “Broome Doctrine” (1920) - the project “League of American Countries”, designed to unite all Latin American countries and the United States in case of aggression by non-American states, but never realized due to disagreement of Washington.
In 1927-1928 he headed the Mortgage Bank of Uruguay .
On March 31, 1933, in protest against the dictatorship established by Gabriel Terra, he committed suicide by shooting himself in the middle of a street in Montevideo with the words “Long live freedom! Long live the Batlle! ”
