Career
Start
Father is Uygur , mother is Russian [2] . The family lived in a private house outside the Alma-Ata-2 station, but in 1986 she moved to a new housing estate “Samal”, where in the next CSKA football school, Ruslan began working on the sawdust field. He traveled a lot to all-union tournaments of youth and youth teams, even twice to Germany. Got to the youth team of Kazakhstan, coached by Vladimir Fomichev . In the winter of 1996, he won the Kazakhstan mini-football championship with the local Kainur (now futsal Kairat ) and received the title of master of sports in mini-soccer.
Club
Baltiev began his professional career in the spring of 1996 in the Taldykorgan club “ Kainar ” (now Zhetysu), at the age of 17 years. In 1997 he moved to Kairat and spent a good season. Ruslan scored three goals in 15 matches, was ranked among the “11 best players of the season” as the best central midfielder, and Kairat won bronze medals [3] . 19-year-old Ruslan was called up to the national team of Kazakhstan and in the second match he scored a goal against the Uzbeks. At the end of 1997, during the scandalous division of the club into “SOPFK Kairat” by businessman Bulat Abilov and CSKA-Kairat , the head of the army team, General Pavel Novikov, chose the latter. In the “CSKA-Kairat” Baltiev spent two years and in the 1998 season he was again recognized as the best central midfielder of the championship. I went to the Petropavlovsk Club Access-Golden Grain , with whom I won the silver medals of the 2000 Kazakhstan Championship .
Then began his six-year unsuccessful period of performances in Russia . Saratov " Falcon " made his way to the top division and strengthened the composition. Baltiev was invited for two years. If in the first season Sokol took 8th place, in the second it flew out of the Premier League. In 2003, Baltiev moved to Dynamo Moscow [4] , but in early 2004 he signed a three-year contract with the club Moscow . But even here he did not fit into the composition of his game and in the summer of 2005 I spent half a year in rent in Yaroslavl "Shinnik". The 2006 season was held in duplicate of “Moscow”.
In 2007, Baltiev returned to Kazakhstan, Dmitry Ogai invited him for three years to Tobol [5] . Baltiev won the silver medals of the championship with the Tobol in the 2007 season, the Kazakhstan Cup and won the Intertoto Cup . The following season, “Tobol only lost the championship to Aktobe on penalties. But in 2009 the club was left without medals, Ogay resigned, and Baltiev again went to Russia.
From the 2010 season for two years - a player in the club of the first division " Pearl-Sochi ". In January 2011, Baltiev, by mutual consent, terminated the contract [6] and returned to his homeland. He signed a two-year contract with Almaty Kairat [7] , but the injuries tortured the player, and at the end of 2012, 34-year-old Baltiev ended his playing career [8] .

September 2, 1997, made his debut for the national team of Kazakhstan against the Chinese team . September 20, 1997 scored a goal in the game with the national team of Uzbekistan . December 10, 2000 scored two goals against the UAE . Baltiyev is the champion of the national team in the number of goals scored (13 goals).
In January 2010, announced the completion of performances for the national team of Kazakhstan (spent 73 games - then a record), a 31-year-old player apologized to the fans and called fatigue the main reason for his departure [9] .

In January 2016, Dmitry Ogai was again appointed head coach of Kostanay Tobol , and Ruslan Baltiev began working as an assistant for him [13] . But already in April, Ogay was dismissed from the post of head coach for a weak start, with his permanent associates Baltiyev and Kulinich [14] .
