Biography
Born June 12, 1955 in the village. Ushakovo, Sasovo district, Ryazan region.
In 1978, he graduated from the Sverdlovsk Agricultural Institute , and in 2004, the Russian State Agrarian Correspondence University .
From 1978 to 1985, he worked in the Sverdlovsk Regional Association for the Production and Technical Support of Agriculture, having gone from a senior engineer to the head of the department for the restoration of worn parts.
From 1985 to 1995 - Head of the Department of Production and Mass Work and Wages, Deputy Chairman for the Protection of Economic Rights and Legal Interests of Workers of the Sverdlovsk Regional Committee of the Trade Union of Agricultural Workers.
Since 1992 - Associate Professor, since 1995 - Professor of the Ural State University of Economics .
At the same time since 1995 - head of the department, rector (1995-2010) of the Ural State Agricultural Academy (now it is the Ural State Agrarian University ).
In 1994 - defended his doctoral dissertation, in 1995 - awarded the academic title of professor.
In 1994 - was elected a corresponding member of the RAAS .
In 2013, he became a corresponding member of the Russian Academy of Sciences (as part of the accession of the Russian Academy of Medical Sciences and the Russian Academy of Agricultural Sciences ).
In 2016, he was elected an academician of the RAS .
Scientific activity
A specialist in the field of methodology and practice for researching the regional agrarian economy and agri-food policy, developing effective organizational and economic mechanisms for managing agricultural enterprises.
The main studies are devoted to the development of organizational and economic mechanisms for the reproduction of qualified agricultural personnel, as well as the technical potential of agricultural production; an effective mechanism for budget support of business entities in the agricultural sector; the scientific basis for adapting producers to environmental challenges, improving the wage system in a mixed rural economy, developing leasing relationships, strategic planning and management.
The developer of guidelines for assessing the effectiveness of the functioning of the economic management mechanism, as well as non-profit organizations in the agricultural system, modeling of peasant (farmer) households, improving the functioning of food sub-complexes based on cooperation and agro-industrial integration, and financial recovery of business entities. The initiator of the creation of educational-scientific-industrial complexes in the Urals.
The author of more than 550 scientific papers, including 54 monographs. He has 7 patents for inventions and 4 certificates for a utility model.
