History
The first call for regulation in the audiovisual world came from the government in the late 1980s to protect young people from potential negative impacts. In connection with the explosive growth of audiovisual media, the European Commission called for action, as a result of which the article “not for all ages” was adopted in 1997. This note calls for an independent institution to serve as the governing institution for self-regulation in the audiovisual industry.
In 1999, Nederlands Instituut voor de Classificatie van Audiovisuele Media was created in close cooperation with the Ministries of Education, Culture and Science (OCW), Health, Welfare and Sport (VWS) and Justice. NICAM began with an initiating and coordinating role in founding the Kijkwijzer, which was officially adopted by the government in 2000, and became law on February 22, 2001.
In April 2003, NICAM was tasked with evaluating software for computer and video games for the newly created Pan-European game information . The British Video Standards Board acts as an agent for NICAM in the United Kingdom because of the "high concentration of video game publishers (who) are in the UK." [one]
In 2004, the work of NICAM was evaluated by the Government of the Netherlands. Although the evaluation identified points that could be improved, it was concluded that NICAM was functioning well.
