Institution
The ITUC was established in 2006 by combining the International Confederation of Free Trade Unions (ICFTU) and the World Confederation of Labor (CGT). The Constituent Congress was held in Vienna from November 1 to 3, and followed the congresses of both trade union federations that took place there on October 31 and made decisions on self-dissolution. Juan Somavia, Director General of the International Labor Organization (ILO), addressed the congress [1] [2] [3] .
Impact
The Confederation includes 301 affiliated organizations representing 176 million workers in 155 countries of the world [4] . Russia is currently represented in the ITUC by the Federation of Independent Trade Unions of Russia (FNPR) and the Confederation of Labor of Russia (KTR). Previously, the MCP included the All-Russian Confederation of Labor (CGT), which in 2010 became part of the KTR [5] [6] [7] . FNPR Chairman Mikhail Shmakov holds the post of Vice President of the ITUC [1] [8] .
Within the framework of the ITUC, several regional and international trade union structures operate. At the founding congress of the ITUC in 2006, with the support of global trade unions and the Trade Union Advisory Committee to the OECD, the Council of Global Unions was established [9] . In 2007, the Pan-European Regional Council (PERC ITUC) was created [10] .
INC structure
In accordance with the charter of the INC, the Confederation Congresses determine the program and policy of the Confederation. At congresses, the General Council and the Secretary General are elected. In turn, the General Council, immediately after its election to Congress, elects the Executive Bureau and the President. The Executive Bureau includes the president of the ITUC, the secretary general of the ITUC, and up to twenty members of the General Council, including the chairman and deputy chairman of the Women's Affairs Committee and the chairman of the Youth Affairs Committee [11] .
