General information
The company is registered as JSC South-West Thermal Power Plant. The construction of a new enterprise and its commissioning are intended for:
- compensation for the shortage of heat and electric energy in the Primorsky southwestern part of St. Petersburg, which will lead to an expansion of opportunities for housing construction;
- improving the reliability of the city’s energy system as a whole.
The power units are made according to the combined cycle scheme , which gives a total increase in electrical and thermal efficiency of about 20% compared to traditional thermal power plants; the station meets the most stringent environmental requirements as of 2010. [2] According to the statement of Anatoly Chugin, Chief Engineer of the South-Western Thermal Power Plant, the South-Western Thermal Power Plant, at the time of its opening, is from the technological point of view the most modern enterprise in the energy sector of Russia.

The area allocated for the construction of the CHPP is 24.2 hectares. The new cogeneration plant was built on the reserve territories of the Krasnoselsky district in the area of the former ash dump of the Pervomaiskaya CHPP-14 , which is not suitable for housing construction and is located at the edge of Coal Harbor (south of Building No. 28, building AK, along Coal Harbor, Elevator site).
The launch of the station took place on December 29, 2010. Governor Valentina Matvienko and Chairman of the Committee on Energy and Engineering Oleg Trishkin attended the event. Two modern hot water boilers were launched [2] .
The launch of the second phase of the CHP took place on October 4, 2016. The launch ceremony was attended by St. Petersburg Governor Georgy Poltavchenko and Chairman of the Legislative Assembly of St. Petersburg Vyacheslav Makarov [7] .
Timeline
- 2006 - the feasibility study of the project was completed, survey work was carried out. The Administration of St. Petersburg adopted a resolution “On the strategic investment project of St. Petersburg for the construction and operation of the South-Western Heat and Power Plant”
- 2007 - a contract was signed for the supply of 5 turbines with the Italian company Ansaldo Energia [8] .
- 2009 - because of the crisis, the main investor was forced to abandon the project, worth 15 billion rubles. As of April of this year, design work has been completed, installation work has begun, equipment for the thermal power station has been ordered. Smolny decided to bring the construction to completion through loans from state banks. It is planned to transfer the constructed station (by 2011) to the State Unitary Enterprise TEK SPb , although it is also possible to sell it to a private investor. [9] The supply of equipment is planned in two stages. A total of 5 turbines will be delivered. The electric power of each turbine is 66 MW, the fuel utilization rate under the heating mode will be about 87% [10] .
- December 29, 2010 - CHP partially commissioned. Power at the time of partial commissioning of 120 gigacalories / hour. [2]
- August 12, 2011 - the first phase of the TPP was commissioned [1]
- August 31, 2016 - the PGU-300 power unit was commissioned.
