Biography

Born in a wealthy bei family. His father was a large landowner. Nephew of Ismail Kemali , a prominent statesman and public figure in Albania.

He studied at Albanian schools, later at the Vienna Theresianum (1899-1903). In 1903-1906 he studied law and theology at Istanbul University . After he worked in the Ministry of Foreign Affairs of the Ottoman Empire . In 1907 he was a member of the Turkish delegation in St. Petersburg . He made a trip to Europe, Albania and the East.

Under the influence of Ismail Kemali took an active part in the independence movement of Albania.

In November-December 1912 he participated in the work of the All-Albanian National Assembly , which proclaimed the formation of an independent Albanian state. He was appointed deputy chairman of the Albanian Senate, and in 1914 became secretary general of the Ministry of Foreign Affairs. He led the Albanian delegation to Neuwid to William Vidu to occupy the throne of Albania. During the reign of the prince, he served in the Foreign Ministry of Albania.

During the Balkan Wars (1912-1913) he commanded a territorial battalion to protect Vlora. He participated in several successful skirmishes with Greek troops in the Himara region.

In the interwar period he was twice elected to the Albanian parliament (1923-1926, 1937-1939).

In 1927 - Ambassador Extraordinary and Plenipotentiary of the Republic of Albania to Great Britain . In 1929 he headed the Albanian Embassy in Athens .

Being a supporter of the military-political bloc of the central powers opposing the powers of the "friendly agreement" ( Entente ) in the First World War of 1914-1918, he was arrested in Italy for almost the entire war, but later became the initiator of close relations between Italy and Albania.

Saluted Italian aggression against Albania in 1939. He was a member of the Council of State. He maintained close ties with the Italian fascists . In 1942, Mustafa Merlik-Kruya , the Prime Minister of Albania (1941-1943), appointed him Minister for Kosovo , the western half of which was annexed to Albania.

In 1944 - Minister of Foreign Affairs and Minister of Justice in the pro-German Albanian government.

After the seizure of power by the Communists, he emigrated from the country, first to Italy and then to Austria.

Creativity

In 1911, he published the German book Aus Berat und vom Tomor: Tagebuchblätte , an interesting source of materials about the Albanian independence movement at the beginning of the 20th century. In 1968, his “Diaries” ( Lebenserinnerungen ) were published posthumously in Munich in 2 volumes.

The manuscripts left his monumental work Beiträge zur Geschichte der Türkenherrschaft in Albanien: eine Historische Skizze , on the history of Albanians in the Middle Ages.
