The All-Ukrainian Committee for the Advancement of Scientists (VUKSU; in Ukrainian, the All-Ukrainian Committee for Combining Science ) is a semi-governmental organization under the government of the Ukrainian SSR, created in late October 1921. In its structure, it repeated the Central Commission for the Improvement of the Life of Scientists (TsEKUBU) under the Council of People's Commissars of the RSFSR . The committee was headed by D.Z. Manuilsky . The committee included both party and state leaders ( V.P. Zatonsky and V. Blakitny - People's Commissar of Social Security of Ukraine and chairman of the scientific committee Ukrgolovprofosu), and professors ( D.I. Bagaley , D.A. Grave , V. I Danilevsky , A.E. Krymsky , S. Semkovsky , etc.). During 1921-1923, branches and representative offices of VUKSU were opened in Kiev , Yekaterinoslav (now the Dnieper ), Odessa, Poltava, Chernihiv , Kamenetz-Podolsky, Nezhin , Nikolaev , Glukhov - in only 12 cities.
The main task of VUKSU was to maintain the minimum standard of living of scientists in the face of an acute shortage of material resources, intensified by the famine of 1921-1923. Through local organizations, VUKSU kept records of scientists and cultural workers who needed material assistance, defended their housing and legal rights, provided scientists with food (academic rations), clothing, shoes, medicines, etc., resolved issues of wages, conclusions tariff agreements, rationing of working hours, pensions, health care, sanatorium-resort treatment, etc. It was partially funded by the government of the Ukrainian SSR and TsEKUBU.
In 1931, VUKSU was reorganized into the Commission for the Assistance to Scientists under the Council of People's Commissars of the Ukrainian SSR.
