In 1847-1860, he served as secretary of the French Embassy in Frankfurt am Main , Berlin and Brussels , as Consul General in Frankfurt am Main (1867), Chargé d'Affaires of Hanseatic cities and neighboring countries (1868-1870), until September 1870. - envoy to Florence . After the conclusion of the Frankfurt Peace in 1871, he retired.

Engaged in literary activity. In 1879-1890 he published a series of books on the political history of France and its neighbors in 1866-1870. Rotan's writings are written in good faith and with skill and are especially valuable with the documents attached to them, by the way, Rotan's own diplomatic reports. In addition to writing books, he was fond of collecting paintings, several times exhibited his collection.

For his work was awarded the prize of the French Academy . For criticizing the actions of Prussia, the German government banned Rotan in 1885 from entering Alsace , although he was born in this region and owned property in the commune of Luttenbach-pre-Münster .

The daughter, Marie Rotan (1861–1963), in 1895 married Pierre de Coubertin , whose father was a long-time acquaintance of Rotan [2] .
