The auxiliary unit of the gmina ( Polish: jednostka pomocnicza gminy ) is in modern Poland a local community of self-government. Auxiliary units of gminas are Solestva ( Polish dzielnice, osiedla :), districts ( Polish miasta : dzielnice, osiedla) and others, even cities ( Polish. Jednostka pomocnicza gminy : miasta). [1] The methods of creation, association, division and liquidation of these units are regulated by the charter of each commune. [2]

Territories
National law does not determine what territory an auxiliary unit of the commune may occupy. Therefore, it can, by decision of local authorities, occupy part of a settlement, one settlement or two or more settlements. Usually, but not always, the salt covers the territory of the village or its parts, and the districts are created in cities. Sometimes, however, on the contrary, the salt is created in cities. National law does not prohibit such practices.
The auxiliary unit of the gmina can also be divided into auxiliary units of the lower order [3] .
Creation
An auxiliary unit of the commune can be created (this is not obligatory) exclusively by the council of the commune in the form of a decree, necessarily after consultation with the residents or on their initiative. [4] The council of the commune gives the auxiliary unit a charter in which it defines its name, territory, organization and tasks of the governing bodies, forms of control and supervision of its activities. Institutions and their competence
Auxiliary communes have their own governing bodies. In the legislature, the legislative body is the meeting of residents, and the executive is the soltys . The activity of the Soltys is supported by the Solestva Council. [6] The Solestva Council and the Soltys are elected by the Solestva residents in secret elections. [7] In districts, the legislative body is usually the council (possibly also a meeting of residents instead of the council), and the executive is a department with a deputy head. Soltys (respectively, also the deputy department of the district) can participate as an observer at meetings of the council of the commune. [12]
The council of the commune may appoint commission (monetary remuneration) to the residents of Solytsy (deputies of the district administration), members of the district administration, and members of the council of the salt society. [13]
Since 2009, the salt community (this does not apply to other auxiliary units of the communes) can use the funds from the special salt fund. [fourteen]
