He studied at the classical lyceum and then at the physics department of the University of Bologna , after which in 1967 he received a doctorate in physical sciences. After that he trained at the universities of Bologna (1968–1970) and Uppsala (1969).

From 1970 to 1980, Panza taught geodesy at the . In 1971-1974 he worked on a grant at the University of California at Los Angeles . Upon returning to Italy, he taught seismology at the 1975 in 1975-1977 and was a visiting professor at the Higher Technical School in Zurich in 1977.

Since 1980, Giuliano Panza has been working at the University of Trieste : he was a professor of exploratory geophysics, head of the geological school (1983–1986), director of the Institute of Geodesy and Geophysics of the university (1985–1991, and professor of seismology since 1988). Since 1989, he has been collaborating with the International Center for Theoretical Physics Abdu Salam in Trieste , working under the auspices of the United Nations , where in 1991 led the group created on his initiative to study the structure and nonlinear dynamics of the Earth.

In 1991, Panza headed the working group of the international program "Lithosphere" on three-dimensional modeling of the Earth's tectonosphere . Since 1996, he led research on joint projects of UNESCO , NATO , the International Union of Geological Sciences and the International Geological Correlation Program.
