Biography

Evangelical Lutheran by religion [1] . Swede on his father, his mother came from Ostseey Germans . Soon lost parents. Was enrolled in Petersburg [ which one? ] cadet corps. He participated in the Sevastopol military campaign [2] .

He graduated from the officer classes of the Forest and Land Institute [3] . In 1856-1863 he was a military forester.

Since 1866, the vowel of the Yalta district zemstvo, then the vowel of the Tauride provincial zemstvo. From 1866 he became a member of the Yalta district council of Zemstvo. In 1872-1881, the chairman of the Tauride Provincial Zemstvo Council. April 24, 1881 submitted to the provincial zemstvo assembly a proposal to appeal to Alexander III with a motion to convene people's representatives. The assembly rejected this offer, and Winberg was placed under the public surveillance of the police on his estate. In 1900, he was again elected the vowel of the Yalta district and Tauride provincial zemstvos, from 1903 he was chairman of the Yalta district zemstvo council.

On October 25, 1912 he was elected to the State Duma of the IV convocation from the 2nd Congress of City Voters [4] .

    • Daughter - Olga (1869-1938), married to Prince Vladimir Obolensky , deputy of the State Duma of the first convocation. On September 21, 1921, she was arrested “for attempting to travel abroad without permission”, sent to Moscow to Lefortovo Prison, released on May 12, 1922 on recognizance not to leave. Emigrated to her husband in France in 1925 [6] .
    • Daughter - Antonina (1871-1944) [5]
    • Son - Konstantin (August 8, 1873-1921), arrested with his father, sister, daughter-in-law and nieces on charges of preparing an escape abroad, died in prison.
    • Son - Vladimir [5] (1874? -?)
    • Son - Anatoly (1875-1926 [5] ), his wife Ekaterina Nikolaevna (nee Obolenskaya), together with her daughter Nina (1900-1984) and her husband's sister Olga and her daughter Irina Obolenskaya (1898-1987) were arrested on September 21, 1921 "for preparation for an escape abroad. ” February 9, 1922 transferred to Lefortovo prison in Moscow. May 15, released on bail [7] .
