According to Art. 38 of the Charter of the Kaliningrad region , the government:

• develops and implements measures to ensure integrated socio-economic development of the Kaliningrad region, participates in a unified state policy in the field of finance, science, education, health, culture, physical education and sports, social welfare and the environment;
• within its powers, take measures to implement, ensure and protect the rights and freedoms of man and citizen, protect property and public order, counter terrorism and extremism, and fight crime;
• develops a draft regional budget for submission by the Governor of the Kaliningrad Region to the Kaliningrad Regional Duma;
• ensures the execution of the regional budget and prepares a report on the execution of the specified budget for submission by the Governor of the Kaliningrad Region to the Kaliningrad Regional Duma;
• forms other executive bodies of the Kaliningrad region;
• manages and administers the property of the Kaliningrad region in accordance with the laws of the Kaliningrad region, and also manages the federal property transferred to the administration of the Kaliningrad region in accordance with federal laws and other regulatory legal acts of the Russian Federation;
• has the right to invite a local government body, an elected or other local government official to bring into compliance with federal legislation and (or) the legislation of the Kaliningrad region the legal acts issued by them in the event that these acts contradict the Constitution of the Russian Federation, federal laws and other regulatory legal acts of the Russian Federation , The Charter (Basic Law) of the Kaliningrad region, the statutory laws of the Kaliningrad region, laws and other regulatory legal acts of the Leningrad region, as well as the right to apply to the court;
• exercises other powers established by federal laws, the Charter (Basic Law) of the Kaliningrad region and the laws of the Kaliningrad region, acts of the President of the Russian Federation and the Government of the Russian Federation, agreements on the delimitation of objects of competence and authority between government bodies of the Russian Federation and government bodies of the Kaliningrad region, and also agreements with federal executive bodies provided for by Article 78 of the Constitution of the Russian Federation AI;
• empowers him to carry out the relevant functions, the executive bodies of the Kaliningrad Region he heads.
