Biography
Born in a working class family. In 1914 he graduated from the medical faculty of Kharkov University and was drafted into the army. Until 1917 he worked as a regimental doctor.
From 1920 to 1928 - Commissar of Health of the Kazakh Autonomous Soviet Socialist Republic. Under his leadership, in 1925, the first regional sanitary and bacteriological institute in Kazakhstan was organized, paramedic schools were opened in Orenburg and Uralsk, and short-term courses for the training of nurses appeared. He made a special emphasis on the development of the health service and anti-epidemiological issues.
In 1938 he was arrested.
