Biography

Engaged in law practice, specializing in cassation cases . He began a political career at the municipal level in Messina, first becoming a deputy of the city council, then twice received the mandate of a member of the city administration and vice mayor. In 2001, he was elected to the Italian Chamber of Deputies of the XIV convocation for the first time, was the secretary of the Legislation Commission and the Electoral Administration, and was a member of several commissions: on constitutional issues, on the fight against the mafia, on checking bills and others [1] .

In the third government, Berlusconi (2005-2006), representing the Center's Union , served as junior state secretary of the Ministry of the Interior.

In April 2006 he was elected to the Chamber of Deputies of the XV convocation from the 2nd constituency of Sicily.

On April 13, 2008, he was elected from the Sicily to the Italian Senate of the Parliament of the 16th convocation, was a member of the commission on constitutional issues, justice, public education and culture, as well as industry, trade and tourism.

In March 2013, he was elected to the Chamber of Deputies of the XVII convocation on the list of the Center Union and joined the “ Civil Choice ” faction, which subsequently separated from the party and took the name “Civici e innovatori”.

In November 2013, he took an active part in the creation of the party " Popolyars for Italy " [2]

From December 10, 2013, he was a member of the Solidarity Democracy - Democratic Center faction, and from December 14, 2014, he joined the People’s Alternative, based on the New Right Center .

From April 28, 2013 to February 22, 2014 he was a minister without a portfolio on public service and simplifying the regulatory framework in the Letta government .

In 2014-2016, he was the chairman of the Union of the Center, and later headed the inter-chamber parliamentary commission on regional issues. In 2017, he became the coordinator of the new Centrists for Europe party [3] , on January 31, 2018, resigned, and later announced his refusal to participate in the next parliamentary elections of 2018.
