The east coast of the island is a day resort with a swimming pool, a volleyball court, a cafe, a restaurant and a bar, as well as a rental center for water sports. Visitors to the resort can go snorkeling, diving, kayaking, watching dolphins, parasails, jet-skiing and cycling. The western side is a public territory, part of the system of territorial parks. Ferries go to Merizo, Guam .

In Spanish time, the island belonged to Don Ignacio Mendiole De Cruz (Tuan). In the late 1920s, the US government acquired ⅔ islands through expropriation . In the mid-1930s, Don Ignacio sold the rest of the island to a businessman named Gottwald. The long-range coast guard was built and operated on Cocos Island in 1944-1963. In the late 80s - early 90s, the US government returned most of the island to the government of Guam, which then turned it into a reserve.

Military tests on soil from Cocos Island at the end of 2005 showed that the levels of contamination with polychlorinated biphenyls (PCBs) are 4,900 times higher than those recommended by the federal level. Tests on twelve species of fish in the lagoon showed that all but one of these species had high levels of PCBs. In one species, the PCB level exceeded the norm by 256 times. The pollution most likely came from transformers and other electrical equipment at the coast guard station, but was not previously identified.

On February 20, 2006, representatives of the Guam Environmental Protection Agency, the Department of Health and Welfare of Guam and the Coast Guard announced their findings and warned people not to eat fish caught in the lagoon.
