Background
Nagorno-Karabakh proclaimed its independence from Azerbaijan in 1991. An armed conflict with Azerbaijan took place between 1988 and 1994, as a result of which Nagorno-Karabakh, with Armenian support, received de facto independence from Azerbaijan. However, it was not recognized internationally, and Azerbaijan still considers Nagorno-Karabakh to be its own. [3]
There was a decrease in the barrier to lists and a shift to a larger majority as compared to previous elections.
A total of 94,900 voters were registered. [four]
Warring Parties
To participate in the elections in a single proportional constituency, the following were registered: "Free Homeland" , the Artsakh Democratic Party (DPA), the Armenian Revolutionary Federation Dashnaktsutyun (AWP) and the Artsakh Communist Party (Navy). Of these parties, only the Communists did not support President Bako Sahakyan in the elections in 2007. More than 44 candidates ran for 16 single-member constituencies.
