Pre-election environment
Serving the People Party (Tavini Huiraatira) won the previous parliamentary elections in 2013, gaining 38 out of 57 seats in Parliament [2] . However, since 2013, the ruling party was mired in internal squabbles and disunity [2] . Several members created a new party, which soon merged with the only parliamentary party opposing independence [2] . Parliamentary Speaker Marcel Tuyani is above the ruling party in June 2017 and founded a rival [3] .
In preparation for the new election, the High Commissioner of French Polynesia, Rene Bidal, announced the registration of voters from March 12 to 26, 2018 [2] .
Election System
57 deputies of the Assembly of French Polynesia are elected on the basis of proportional representation on party lists in 2 rounds with a majority bonus, i.e. additional seats awarded to the party with the most seats. The country represents a single constituency, consisting of 8 sections, each of which has a premium of 1 to 4 seats in parliament, depending on the population of the section. In total, the premium is 19 seats.
Each list includes 73 candidates in 8 sections. In the 1st round, the list with the absolute majority of votes in this section receives a premium, and the remaining seats are distributed in proportion to the votes received between parties that have exceeded the 5% electoral threshold. In the event that none of the parties received more than 50% of the votes in the 1st round, a second round is held between the parties that have exceeded the 12.5% barrier. Moreover, parties that received from 5 to 12.5% can merge with the remaining lists. After the 2nd round, the bonus is won by the party with the highest number of votes, and the remaining places are distributed according to the proportional system [4] .
