Biography
Sergei Shakhov was born on May 7, 1975 in the Kazakh village of Sayak, which was part of the Dzhezkazgan region (now the territory of the Karaganda region ). In 1976, his family moved to the city of Bryanka , and ten years later, in 1986, settled in Stakhanov [1] .
Education
In the period from 1990 to 1993, Shakhov studied at vocational school No. 21 of the city of Bryanka , where he received the specialty of a pastry chef [1] . In 2005 he graduated from the University of Economics and Law of CROC , where he studied in the specialty "Jurisprudence" [2] . In 2011, he received a master's degree from the National Law Academy of Ukraine named after Yaroslav the Wise [1] . In the same year, he graduated from the Lugansk Theological University in honor of Archangel Michael, where he studied theology [2] . In 2012, he mastered the specialty “Public Administration” at the Kharkov Regional Institute of Public Administration under the President of Ukraine [2] .
Professional and entrepreneurial activities
Shakhov received his first labor experience in 1993, working as a sales representative of Marichka. In 1996, he received the position of Deputy Director for Sales at Ruslan OJSC, for which he worked for the next eight years, until 2004. From 2007 to 2011, he worked as Deputy Director of JSC Law Firm RIM. After that, he became the head of the company "Lugansk Industrial Group" [1] [2] .
Community Activities
He founded the Stakhanov city public organization “Philanthropist”, which was engaged in the provision of charitable assistance to boarding schools, secondary schools and gymnasiums, preschool educational institutions, hospitals and sports organizations. Also, Sergei Shakhov is the founder and head of the All-Ukrainian public organization "National Trust". In 2011, he was awarded the All-Ukrainian Charitable Organization “Ukrainian Culture Fund” [1] .
In May 2014, the politician handed over 100 bullet-proof vests of the fifth level of protection to servicemen of the Chernihiv border detachment [3] . In June, he initiated a round table in the city of Lutsk , where they discussed the problems of immigrants who arrived in Volyn from Donbass. Representatives of local authorities, public organizations and volunteers were involved in its implementation [4] . During the war in Donbass, volunteers of the People's Trust organization helped resettle more than 200 families from the conflict zone [1] .
Political Activities
In March 2006, Sergei Shakhov was elected to the Lugansk Regional Council of the fifth convocation [2] .
December 8, 2010 became a member of the executive committee of the Stakhanov city council [1] .
During pro-Russian speeches in the spring of 2014, Sergei Shakhov initiated the holding of round tables on the topic: “How to unite the country” [1] .
Provides financial assistance to voluntary battalions of the National Guard .
S. Shakhov managed to save the life of a pilot who took part in the hostilities in eastern Ukraine. On August 17, a fighter was attacked by a rocket in the Samsonovka area [5] . In addition, Sergei Shakhov actively takes care of the health of wounded soldiers who are being treated at the Kiev Central Military Hospital [6] .
On July 17, 2016, midterm elections to the Verkhovna Rada were held, at which people's deputies were elected in five single-member majoritarian constituencies, including the 114th. The district included Belovodsky , Markovsky , Melovsky , Novopskovsky , Stanichno-Lugansky , Novoaydarsky and partially Slavyanoserbsky districts of Lugansk region . In total, 107 candidates took part in the elections, but the main struggle was between the self-nominated candidate Valery Moshensky , the candidate from the Our Land party Sergei Shakhov and the representative of the Opposition Bloc Boris Lebedev [7] . During the election campaign, representatives of the Our Land charitable foundation handed out social cards that gave priority to participation in the social programs of the Our Land fund and the public association Zashchita Selyan. Shakhov's competitors regarded such actions as bribing voters [7] . Sergei Shakhov won, receiving 37.6% of the vote [8] .
On February 7, 2017, Sergei Shakhov joined the deputy group “People’s Will” [9] .
December 25, 2018 is included in the sanctions list of Russia [10] .
Incidents
On November 10, 2016, the guard of Sergei Shakhov told the Kiev police that the car in which the people's deputy was being persecuted. The police, who arrived on call, detained three people moving on a Mercedes car. According to police, these people carried two pistols with them and showed documents proving their relationship to the Peacekeeper Special Purpose Regiment . As a result of the incident, law enforcement authorities opened two criminal cases under articles 263 (careless handling of weapons, ammunition or explosive substances) and 182 (violation of personal privacy). The politician himself called the event an attempt on his life [11] .
On July 13, 2018, during a rally of workers in state mines who sought to pay off wage arrears, a conflict with the use of force occurred near the building of the Ministry of Energy between Shakhov and Minister Igor Nasalik [12] .
On August 16, 2018, in the evening, he had a fight on the air of the Direct TV channel with the People's Deputy from the Radical Party Igor Mosiychuk . Later, Shakhov and Mosiychuk fought for the second time in the elevator of the office of the Direct TV channel [13] .
