Volkov, Vladimir Fedorovich

Vladimir Fedorovich Volkov (born April 29, 1929) was a Soviet economic and political figure, in 1973-1979 he was the first secretary of the Novosibirsk City Committee of the CPSU.

Biography

Born on April 29, 1929 in the town of Glukhov, Ukrainian SSR.

In 1946-1950 he studied at the Shostka Chemical Technical College of the USSR Ministry of Agricultural Engineering, majoring in the Production of Agricultural Machines, and was qualified as a technologist.

In the direction he was assigned to the Sibselmash plant, he was credited to workshop No. 9 as a master overhaul of equipment, then a technologist.

In 1952, he was elected secretary of the Komsomol committee of the plant, then first secretary of the Kirov district committee of the Komsomol of Novosibirsk.

In 1956 he was sent to study at the Novosibirsk Higher Party School, which he graduated in 1960, after which he was appointed deputy chairman of the Kirov District Executive Committee, then elected second secretary of the Kirov District Committee of the CPSU of Novosibirsk.

In 1962-1965 - Chairman of the Kirov District Executive Committee of Novosibirsk, seriously addressing the problems of improvement, the resettlement of barracks, and the improvement of urban transport.

In 1965 he graduated with honors from the All-Union Correspondence Financial and Economic Institute .

In 1965, he was elected First Secretary of the Kirov District Committee of the CPSU of Novosibirsk. He paid great attention to scientific and technological progress, increasing labor productivity, and the quality of products.

V.F. Volkov led the national construction of the erection of the Glory Monument in honor of the Siberian soldiers , which was opened on November 6, 1967. [1] [2]

From 1968 to 1973 he worked as the second, and in 1973-1979, he was the first secretary of the Novosibirsk City Committee of the CPSU. At this time, the pace of housing construction was very high.

In the 70s, a movement for the scientific organization of labor unfolded collectively. In 1972, the Novosibirsk method of scientific organization of labor was approved by the Central Committee of the CPSU and recommended for the entire Soviet Union. Vladimir Fedorovich received one gold and three silver medals of VDNH for the development and implementation of this method, defended his thesis on "Systematic development of the agglomeration of labor on a regional scale (for example, the Novosibirsk region)", in 1983 he was awarded the title of candidate of economic sciences.

Volkov was the chairman of the regional coordination council for labor problems, the Council of the CPSU regional committee for scientific and technological progress.

From 1979 to 1989 he worked as Deputy, First Deputy Chairman of the Novosibirsk Regional Executive Committee. At this time, the five-year plan was announced for the accelerated construction of roads in the Novosibirsk Region, the construction of the CHPP-5.

In 1989, he moved to the USSR Ministry of Foreign Economic Relations as the Commissioner for Siberia, which he completed in 1997 by retirement from a disability.

He was elected a deputy of the district city, regional Council of Deputies, a delegate to two party congresses of the CPSU.

He was awarded the Order of the Red Banner of Labor (1971), the Badge of Honor (1966, 1976), the distinction "For Merit to the Novosibirsk Region" (2006), and the medals "For the Development of Virgin Lands" (1957) , “For Valiant Labor” (1970), “Veteran of Labor” (1986).

Volkova V.F. has a large family: wife Volkova Ninel Pavlovna - Honorary Chairman of the Union of Women of the NSO, two daughters, four grandchildren, three great-grandchildren.
