Biography

Russian, Orthodox, Cossack by origin.

Education

He graduated from the Orenburg Theological Seminary and the Kazan Theological Academy. After he entered the medical faculty of Kazan University, which he graduated in 1900.

Medical career

In 1900, he applied for a doctor’s place in the Chelyabinsk city hospital, but he was denied due to lack of experience and experience [2] . Since the same 1900, he worked for three years as a resident of the faculty surgical clinic of Kazan University. He served as a doctor in the zemstvo of the county of Malmyzh district of the Vyatka province . Head of the surgical department of the city Mamluzhsky hospital with a salary of 1800 rubles per year. For about a year in the Russo-Japanese War, he served in the Red Cross, managing first one of the mobile hospitals, and then temporarily the office of the chief authorized officer of the southern region in Mukden and also temporarily serving as the head of the medical unit of this region. In 1905, having returned to Russia, he again entered the place of a doctor in Mamlizh [3] .

Work in the State Duma

He was an elector in the elections to the Duma of the second convocation, but was not elected [3] .

On October 14, 1907, he was elected to the State Duma of the 3rd convocation from the general electors of the Vyatka Provincial Electoral Assembly. He joined the constitutional democratic faction . Member of the Duma fishing committees, on the execution of the state list of income and expenses, on the working matter. He signed the bill “On Allotting Land to Landless and Low-Land Peasants,” “On Providing Rest for Commercial and Industrial Servants,” “On the Extension of the Zemstvo Situation in the Don Army Region,” “On the Introduction of the Zemstvo in Siberia,” and “On the Free Port Ob and Yenisei ”,“ On the establishment of land management commissions in the steppe regions ” [4] .

After the State Duma

In 1911, Bakin (also a State Duma deputy) was given permission to build his own wooden house in Chelyabinsk for 6 rooms in the 42nd quarter (estate 653) along Masterskaya Street with 40 square fathoms. From June 1912 until February 8, 1914, M.P. Bakin conducted a private surgical appointment in his house at Chelyabinsk, st. Workshop, d. 51 [2] .

Engaged in public work. On May 18, 1914, in the People’s House, under the chairmanship of Bakin, a meeting of sympathizers with the contents of the donations from the needlework school was held. Bakin entered the commission to develop the charter and regulation on the school together with Borovkova, Agapova, Zaplatina, Bakalinskaya, Servilin and Bukreev [2] .

In the Ural commercial and industrial address – calendar for 1915, Bakin is listed as a practicing physician in Chelyabinsk, but there is no other information about activities in Chelyabinsk during the First World War [2] .

In 1916 he served as a senior doctor of the third mobile hospital of the Red Cross on the Caucasian front , in particular, he was busy receiving Assyrian refugees in the areas of Dilman and Khosrov [5] . The Russian medical list is mentioned until 1916 [2] .

The fate and date of death is unknown.

Family

  • Wife - Ekaterina Petrovna Bakina, nee? (1870—?). Received medical education at the University of Lausanne. Passed state exams at the Imperial Kazan University. Since 1904, a doctor of female gymnasium in the city hospital of the city of Malmyzh, Vyatka province, a zemstvo doctor in the village of Tsypy, Malmyzh district. Since 1908, a freelance doctor (female and childhood diseases) in St. Petersburg. From May 15, 1910 to 1917 - the second doctor of the Chelyabinsk city hospital, at the same time was a doctor in the 2nd female diocesan school and taught hygiene at the Chelyabinsk female gymnasium. In 1924, a doctor in the outpatient clinic for internal and female diseases in the Mountain Republic. There is no information about the children of Bakins [2] .
