Childhood and Youth
He graduated from high school in 1974. In 1976 he graduated from the Ussuriisk Suvorov Military School .
Armed Forces
In the Armed Forces of the USSR since 1976. He graduated from the Far Eastern Higher Combined Arms Command School named after K.K. Rokossovsky ( Blagoveshchensk ). Since July 1980, he served in the 27th Guards Motorized Rifle Division of the 1st Guards Tank Army of the Group of Soviet Forces in Germany ( Halle ): commander of a motorized rifle platoon of the 243rd Guards Motorized Rifle Regiment, and from November 1983 - commander of a commandant company of the division headquarters. Since May 1985, he served in the 19th fortified area of the 36th Combined Arms Army of the Trans-Baikal Military District ( Borzya village, Chita region ): commander of a machine gun company of a separate machine gun and artillery battalion , since July 1987 - chief of staff - deputy commander of a separate machine gun and artillery battalion, from September 1988 to August 1990 - commander of a separate battalion of tank firing points . In 1993 he graduated from the Military Academy named after M.V. Frunze (command faculty).
Service in the Ministry of Emergencies
Since September 1993, he served in the troops and bodies of the Russian Emergencies Ministry . At first he was the chief of staff - deputy commander, and since May 1994 - the commander of the 896 unit of a separate mechanized regiment of the Far Eastern Regional Center of the Ministry of Emergencies ( Partizansk , Primorsky Territory ). Since June 1998 - Deputy Head of the Far Eastern Regional Center for Civil Defense, Emergencies and Disaster Management, Khabarovsk . Since September 2003, he has been the head of 328 emergency control post of the Russian Emergencies Ministry in the village of Ustye, Ruzsky District, Moscow Region .
Since January 2007 - Head of the National Center for Crisis Management in EMERCOM of Russia. Since August 2008 - Deputy Director of the Operational Management Department of the Russian Emergencies Ministry. Since December 2011 - Head of the 179th Rescue Center EMERCOM of Russia ( Noginsk ) [1] . Since October 2013 - Head of the National Crisis Management Center of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Management [2] . In 2015, he graduated with honors from the Russian Academy of National Economy and Public Administration under the President of the Russian Federation .
Since August 2018, he has been acting as Deputy Minister of EMERCOM of Russia. Officially appointed to the post of Deputy Minister of EMERCOM of Russia by presidential decree of May 1, 2019 [4] .
The military rank “ Colonel General ” was awarded by decree of the President of Russia dated December 12, 2018 [5] .
