Biography
Dmitry Motzpan was born on May 3, 1940 in the village of Selishte, Nisporeni district.
Professional career
He graduated from the Soroksky state farm technical school of mechanization and electrification of agricultural production and the Odessa Higher Party School. Member of the CPSU until 1991.
He worked as a mechanical engineer, chairman of the collective farm “The Way of Lenin in Feleshty,” and held various positions in local party bodies. In 1990-1998 was a deputy of the Parliament of the Republic of Moldova.
Political career
As a deputy, Dmitry Motzpan launched an extensive activity, was an active member of the parliamentary club Viața Satului (Rural Life), created in April 1990, which included 60 deputies. This club became the basis for the creation of the Agrarian Democratic Party of Moldova (ADPM). On October 19, 1991, the party congress approved the Program and the Charter and elected deputy Dmitry Motzpan the chairman of the new political formation.
The parliamentarians of the Agrarian Democratic Party of Moldova accused the deputies of the Popular Front of Moldova (NFM) of incompetence, demanding and securing early elections. In the early parliamentary elections held on February 27, 1994, the ADPM was very successful, receiving 43.18% of the vote and, therefore, 54 out of 104 seats in parliament. Thus, the ADPM received the post of chairman of the parliament ( Pyotr Luchinsky ), two posts of vice-chairmen and chairmanship in 8 out of 10 parliamentary commissions. Dmitry Motzpan was elected Vice-President of the Parliament (1994-1997).
Dmitry Motzpan has been chairman of the Agrarian Democratic Party of Moldova since 1991. After the election of Petru Lucinschi to the post of President of the Republic of Moldova , Motzpan was a candidate for the position that remained vacant after Lucinschi left, but did not get the required 53 votes.
Nevertheless, on March 6, 1997, Dmitry Motzpan was elected Chairman of the Parliament of the Republic of Moldova with 55 votes out of 101 and held this position from March 5, 1997 until April 23, 1998.
In the March 1998 parliamentary elections , the Agrarian Democratic Party of Moldova lost a significant part of its members and electorate, gaining only 3.63% of the vote, and did not join the parliament. In 1998, Dmitry Motzpan retired, abandoning political activity.
Passed away on June 23, 2018 [1] .
