History
In October 1982, Antigua and Barbuda , Dominica , Saint Lucia , Saint Vincent and the Grenadines signed a memorandum of understanding with Barbados to provide “mutual assistance”. Saint Kitts and Nevis joined in 1983, and Grenada after the operation of the US invasion and RSS in the country.
The memorandum was updated in 1992 , and the system acquired legal status in March 1996 under a treaty that was signed in Sant Georges , Grenada. RSS originally began as a US tool to combat the spread of communism in the Caribbean. In 2001, RSS established further cooperation with CARICOM within the framework of the Regional Crime and Security Group (CRTFCS).
In June 2010, the United States and the Caribbean resumed cooperation. As part of a joint agreement, assistance in creating the East Caribbean Coast Guard unit between RSS countries. The coast guard will be at the heart of the broader US-Caribbean Security Initiative (RPKB).
