Biography
Hereditary nobleman of the Samara province. He graduated from high school [2] . In service since 1878 (from the gymnasium), in a class rank since 1881 [3] .
According to other sources, he graduated from a military school and from 1881 served as an officer [4] . In 1891, he served as lieutenant as a battalion adjutant in the 96th reserve infantry regiment [5] . In 1894 he retired. For one year he was a student of Higher Agricultural Courses [2] [4] . He served as a police officer. He began public service in 1896 with the post of mayor of Novouzensk in the Samara province, which he held until 1899 [3] . In 1897 he became an honorary magistrate. In the years 1899-1914 he served as chairman of the Novouzensk district county council. In 1898 he became chairman of the Society for Labor Aid, since 1902 chairman of the Society for Student Assistance and the Friends of the Forest society. In 1905, he was elected honorary trustee of the Novouzensk Real College. In 1906, he became chairman of the Board of Trustees of the Novouzensky Gymnasium [2] . Since February 1, 1911, a full member of the Saratov Scientific Archival Commission [6] . He owned land with an area of 330 acres [2] . In 1912, he twice directed the idea of the advisability of appointing P. G. Maslov as an assistant county agronomist in Novouzensk district . The Samara governor N. V. Protasiev agreed to approve the Socialist Revolutionary Maslov, who had served the administrative link, only after Obodovsky’s guarantee [7] .
On October 25, 1912, he was elected to the State Duma of the IV convocation from the general electors of the Samara Provincial Electoral Assembly. Adjacent to the Progressist faction. He joined the Duma commissions on public education, on local self-government, administrative, on the means of communication [2] .
In 1913 he received the rank of full state adviser [3] .
The death of V.S. Obodovsky on November 11, 1914, as modern local historians write, intensified the confrontation between the Pokrovsky and Novouzensky vowels in the county zemstvo council. In particular, the vowel V.F. Kobzar tried to secure the transfer of Zemstvo institutions from Novouzensk to Pokrovsk , which Obodovsky had previously opposed [8] .
