Ogul, Leonid Anatolyevich

In 1987 he received higher medical education having received the qualification of a pediatrician at the Astrakhan State Medical Institute. A.V. Lunacharsky at the faculty of pediatrics. In 2004, being a deputy of the State Duma of the Astrakhan Region, he underwent retraining in the specialty “Finance, Taxes, Credit” at the Russian Presidential Academy of Public Administration at the Department of Economics and Finance ^[2] . In 2008, he received the degree of candidate of medical sciences, defended his thesis at the Astrakhan State Medical Academy ^[3] . In 2013, the State Duma deputy L. A. Ogul was awarded the degree of Doctor of Medical Sciences, defended his doctoral dissertation at the First Moscow State Medical University. I. M. Sechenov ^[4] .

From 1986 to 1987 he worked as a paramedic for receiving calls and transferring visiting teams to the Astrakhan City Clinical Emergency Hospital. From 1987 to 1988 he worked in the second regional clinical hospital of the Astrakhan region, an intern-doctor in neuropathology. From 1988 to 2004 he worked in the City Clinical Maternity Hospital No. 2 (now the Clinical Maternity Hospital in Astrakhan), an anesthesiologist and resuscitator in the intensive care unit (pediatric) and intensive care. In 2000, he was elected as a deputy of the Astrakhan City Council, a year later in 2001 he was elected as a deputy of the State Duma of the Astrakhan Region of the III convocation. From 2005 to 2012, he worked at the Clinical Maternity Hospital in Astrakhan, as a chief physician ^[2] .

In July 2006, he was re-elected deputy of the State Duma of the Astrakhan Region of the IV convocation in the single-mandate constituency No. 24 ^[5] . In December 2011, he simultaneously ran for the State Federal Assembly of the Russian Federation and the Duma of the Astrakhan region, did not go through the elections to the State Duma, was elected as a deputy of the Duma of the Astrakhan region of the fifth convocation ^[6] . On February 27, 2012, L. A. Ogul became a deputy of the State Duma of the VI convocation. By a resolution of the CEC of the Russian Federation, he was given the vacant mandate of the governor of the Astrakhan region Zhilkin, in connection with his refusal of a deputy mandate ^[7] .

In September 2016, he ran from the United Russia party to the State Duma, was elected to the State Duma of the VII convocation in the single-mandate constituency No. 74 ^[8] .

In the framework of parliamentary activities, he is a co-author and initiator of 94 draft laws ^[9] .

From 2011 to 2019, during the exercise of the powers of a deputy of the State Duma of the VI and VII convocations, he co-authored 121 legislative initiatives and amendments to draft federal laws ^[10] .
