Biography
Born July 14, 1948 in the city of Frunze .
In 1974 he graduated from the Irkutsk Polytechnic Institute , received the degree of electrical engineer, in 1988 - the Novosibirsk Higher Party School .
December 26, 2004 was elected to the Supreme Council of the Republic of Khakassia IV convocation in the republican constituency from the Khakass regional branch of the Communist Party .
On March 1, 2009, he was re-elected to the V convocation, also being a part of the republican list.
In the framework of the elections to the Supreme Council of the Republic of Khakassia of the VI convocation, he headed the territorial group No. 8 of the Communist Party party list, was not elected.
September 9, 2018 Usatyuk was elected as a deputy of the Council of Deputies of the city of Abakan in a single district from the Abakan local branch of the Communist Party, headed the Communist Party faction in the city parliament.
He was one of the three candidates for the post of member of the Federation Council from the executive branch of the Republic of Khakassia, Communist Party candidate Valentin Konovalov , who participated in the election of the head of the Republic of Khakassia in 2018 .
On November 9, 2018, Konovalov was elected the head of the region, after the victory, he appointed Usatyuk as a representative from the Government of the region to the Federation Council .
Secretary of the Committee of the Khakass regional branch of the Communist Party on agitation and propaganda. He was a member of the election commission of the Republic of Khakassia with a casting vote.
