Historical background
The Constitution of the Republic of Komi was adopted on February 17, 1994 . A total of 21 amendments were made to it. The last change was made to Article 84 of the Constitution of the Republic: the Ministers of the Komi Republic will independently appoint and dismiss their deputies. According to the draft law, candidates must be appointed by the heads of executive bodies of the republic in coordination with the head of the republic. The release from these positions will be carried out by the heads of executive bodies of the Komi Republic independently. The amendment to the Constitution is justified, first of all, by the necessity of exercising leadership on the principle of unity of command, as well as increasing the responsibility of the heads of executive bodies of the Komi Republic. In addition, the procedure for appointing and dismissing deputy heads is simplified.
