Constitution of the Altai Republic

The Constitution of the Altai Republic is the Basic Law of the Altai Republic . Adopted by the Law of the Altai Republic of June 7, 1997 N 21-4. As amended on June 2, 1999 , February 14, May 29, September 11, 12, November 1, 2001 , March 19, December 20, 2002 , November 12, 2003 , December 1, 2004 , April 15, October 18, 2005 , January 12, 2006

Consists of:

  • preamble “We, plenipotentiaries of the multinational people of the Republic of Altai ,
    • expressing his will and interests,
    • Conscious of the responsibility to ensure a decent life and well-being for present and future generations, the preservation and development of cultural and spiritual values, the strengthening of statehood,
    • Affirming human rights and freedoms, civil peace and harmony,
    • Expressing commitment to the principles of social justice, goodness and determined to create a legal and social state,
    • based on the federal structure, equality and self-determination of peoples in the Russian Federation,
    • Reaffirming the historical community of its fate with Russia and its multinational people,
    • we accept the first Constitution of the Altai Republic and proclaim it the Basic Law of the Altai Republic.
    • the Altai’s voluntary entry into Russia and a long stay under its jurisdiction created the conditions for preserving the historical territory, establishing statehood, preserving national identity and adopting the first Constitution of the Altai Republic ”;

Historical background

The Constitution of the Altai Republic was adopted by the Law of the Altai Republic of June 7, 1997 N 21-4. It has been amended 23 times and now it is fully consistent with federal law. In total, 62 amendments to the Altai constitution were considered, 10 articles were excluded. But the deputies did not have the task of changing the basic provisions of the Constitution, its principles. The amendments are technical in nature. The Constitution is published as a separate book in the territory of the Altai Republic.
