Sergei Pavlovich Kuleshov ( April 3, 1945 , Moscow - December 11, 2017 , ibid.) - Russian scientist, physicist - theoretician , doctor of physical and mathematical sciences , professor at the Joint Institute for Nuclear Research , chief scientific secretary of the Higher Attestation Commission of the USSR (1979-1992), First Deputy Chairman of the Higher Certification Committee of the Ministry of Science, Higher School and Technical Policy of the Russian Federation (1992-1998), corresponding member of RARAN , Honored Worker of Science and Technology of the Russian Federation (1995) [1] [2] .

Biography
Father - artillery marshal P.N. Kuleshov , mother Irina Efimovna - teacher. Brother Yuri Pavlovich - chief designer.
From 1962 to 1968 he studied at Moscow State University. MV Lomonosov at the Faculty of Physics . At the end of his studies, he began his career in Dubna , at the JINR Laboratory of Theoretical Physics, under the guidance of Academician Nikolai Nikolaevich Bogolyubov [3] .
In 1970 he defended his thesis for the degree of candidate of physical and mathematical sciences .
From 1970 to 1977, he was the chief scientific secretary of JINR, conducted a large scientific and organizational, scientific, pedagogical and social activities, took part in the organization and holding of a number of international scientific schools and conferences [3] .
In 1972 he defended his thesis for the degree of Doctor of Physics and Mathematics.
In 1973, together with A. N. Sisakyan and several other employees of the Laboratory of Theoretical Physics, JINR won the Lenin Komsomol Prize in science and technology for a series of works on approximate methods of quantum field theory in high-energy physics [1] [4] . Studies carried out with the direct participation of S. P. Kuleshov were also awarded the first prize of the JINR scientific works competition [3] .
Since 1973, he served as chairman of the Council of Young Scientists and Specialists of the Moscow Regional Committee of the Komsomol, in 1978 he was a delegate to the XVIII Congress of the Komsomol [5] .
From 1979 to 1998, S. P. Kuleshov was the chief scientific secretary of the Higher Attestation Commission of the USSR and Russia [2] [6] .
Since 1990, he also served as Deputy Executive Secretary of the Secretariat of the Parliamentary Assembly of the Union of Belarus and Russia [2] [6] .
In 1995, S. P. Kuleshov, by decree of the President of the Russian Federation of September 7, 1995, No. 910, was awarded the honorary title “Honored Worker of Science and Technology of the Russian Federation” [7]
Passed away in Moscow on December 11, 2017 [3] .
