Biography

Born in Leningrad in 1940

A resident of besieged Leningrad, a higher technical education, graduated in 1965 from the M. I. Kalinin Leningrad Polytechnic Institute, a mechanical engineer by training. In 1960-1983 He worked at the Department of Turbine Engineering at the Institute in various positions. Candidate of Technical Sciences (1976). Then he worked at the All-Russian Research Institute of Oceanology as the head of the department in 1983-1990. The author of 14 inventions. Professor of St. Petersburg Polytechnic University, Department of SOTIS, Faculty of Civil Engineering.

In the field of tourism he worked for more than 30 years. He created and headed the publishing house of tourist literature "Nevsky Fund" in St. Petersburg. In 1993—2017. vice-president of the Association of workers of tourist and excursion enterprises of St. Petersburg. Vice President in 1993-2005, President of the National Academy of Tourism (NAT) in 2005-2006. In 2006—2017. First Vice President of MTA, headed its St. Petersburg branch. Tourism Activities

Since 1990, M. B. Birzhakov has been working in the Department of Non-Economic Activities of the Leningrad Regional Council for Tourism and Excursions, later - OJSC “Council for Tourism and Excursions of St. Petersburg”. In 1991-2009 supervised the work of the tourist literature publishing house. At the same time he headed the post of General Director of the Nevsky Charity Fund.

M. B. Birzhakov is the author of numerous scientific works, including on tourism topics - more than 280. The fundamental works are the Great Glossary of terms of international tourism, the textbook “Introduction to Tourism”, as well as more than 18 monographs.

He was a member of the group of developers of the Federal Law "On the basics of tourist activity in the Russian Federation" (1996), and he also headed the group of developers of the model law of the Interparliamentary Assembly of the CIS "On tourist activity". He participated in the development of five international model laws of the CIS Interparliamentary Assembly on tourism and related issues in 2006, 2014-2017, including the model law “On Voluntary Activities” (2014). He conducted research on the history of tourism and travel, including the history of the Northern Sea Route and the prospects for its development and development.

For more than 25 years M. B. Birzhakov was engaged in scientific, theoretical and applied issues of improving the tourist legislation of Russia. He was the leader of the St. Petersburg tourist community and the head of a scientific school with many followers and students.

Scientific and pedagogical activity

Research interests: general history, studying the phenomenon of tourism in world history, history of tourism, tourism theory and practice, tourism statistics, tourism law, contract law (contract law), theoretical issues of religious tourism and pilgrimage, civilization tourism, economic sociology, cultural tourism use and natural heritage.

He worked as a senior teacher at the Leningrad Polytechnic Institute named after M. I. Kalinin. M. B. Birzhakov gave lecture courses on the basics of labor law, foreign economic activity and civil law, the basics of contractual relations in various leading universities of St. Petersburg, including: at the Faculty of Economics of St. Petersburg State University, headed the department at the Baltic International Tourism Institute, professor of several departments in universities of St. Petersburg. In recent years, he was a professor at the St. Petersburg Institute of Cinema and Television, and lectured in more than 20 academic disciplines in the field of tourism and related fields. The pedagogical experience of M. B. Birzhakov was more than 50 years.

Publishing

He is the author of more than 400 scientific papers in various fields of science, including 28 monographs, more than 350 scientific articles on tourism, travel, law, history, economics. He published a professional national tourist magazine "Travel Company", 50 issues in the period 1991-2009. Co-author of two textbooks on the history of tourism. Author of monographs: International Tourism Law (2008), Tourism Law (2017).

Pilgrimage

He took an active part in organizing the pilgrimage of the Orthodox community of St. Petersburg to the Holy Land on the occasion of the 2000th anniversary of the Nativity of Christ in October 1999 (Jerusalem, Israel). The author of more than 10 scientific publications in the field of theology. He gave lectures on the history and theory of pilgrimage at the Pilgrimage Center of the Moscow Patriarchate.
