By 2010, the Ministry of Human Resource Development of India established institutes in Gwalior , Allahabad , Jabalpure and Kanchipuram [1] .

In 2010, the Lok Sabhu bill was introduced in 2010 on the Indian Institute of Information Technology ( Eng. Indian Institutes of Information Technology Bill 2010 ). The law sought to give the status of Institutes of National Importance existing 4 institutions. After lengthy discussions and amendments, on December 1, 2014, the law was passed by the Parliament and published on December 8 of the same year under the title “Law on Indian Institutes of Information Technology” ( eng. Indian Institutes of Information Technology Act, 2014 ). The law came into force on January 5, 2015 [2] .

In 2015, the ministry established the fifth IIR in Karnul, within the framework of the implementation of state obligations under the Andhra Pradesh Reorganization Act ( eng. Andhra Pradesh Reorganization Act, 2014 ) [3] In 2017, an amendment to the 2014 Act of IIRI in Karnool was granted the status of the Institute of National Importance. [4] .

In addition to fully state-owned IIR, in 2010, the Joint Council of Ministers of India approved a plan to open another 20 IRTIs based on public-private partnerships funded by the central government, state governments and private partners in a ratio of 50:30:15, respectively [5] . By 2014, 23 proposals were submitted from 21 states (Andhra Pradesh (Chittour, Kakinada), Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra (Pune, Nagpur), Manipur, Orissa, Punjab, Rajasthan, Tamil Nadu, Tripura, West Bengal and Uttar Pradesh), 16 of which were approved (Andhra Pradesh (Chittour, Kakinada), Assam, Gujarat, Haryana, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Maharashtra (Pune), Uttar Pradesh, West Bengal, Manipur and Tripura). [5] By 2017, 14 out of 16 approved IIRs were founded, except for Kakinada (Andhra Pradesh) and Bodhjungnagar (Tripura). Additionally, in 2015, the Indian Ministry of Human Resources Development approved the opening of the IIR in Nagpur (Maharashtra) [6] and Ranchi (Jharkhand) [7] In 2016, the IIR was approved in Bhagalpur (Bihar). [8] . In 2017, IITI was approved in Surat (Gujarat), bringing the total number of IIITs to 20 [9] . By September 2017, only the IIR in Kakinada and Bodhjungnagar did not open.

On August 9, 2017, the Gazette of India ( English ) published the “Law on Indian Institutes of Information Technology (Public-Private Partnership)” ( eng. “The Indian Institutes of Information Technology (Public-Private Partnership) Act, 2017 " ) [10] . The law granted the status of the Institute of National Value to 15 state-private IIR in Vadodar ( Eng. ), Guwahati ( Eng. ), Shrisiti ( Eng. ), Kota ( Eng. ), Tiruchchirappalli ( Eng. ), Kalyani ( Eng. ), Una ( English ), Sonipate ( Eng. ), Lucknow ( Eng. ), Kottayame ( Eng. ), Senapati ( Eng. ), Dharvade ( Eng. ), Pune ( Eng. ), Nagpure ( Eng. ) and Ranchi ( Eng. ).
