Full member of the Ukrainian Free Academy of Sciences in the USA .

Biography

Of the soldiers' children. He studied at the gymnasium in Cherkasy, the college of Galagan in Kiev, graduated from St. Petersburg University .

Since 1898 in the public service. In 1903 he entered the State Control of the Russian Empire. Since 1906 - senior auditor of the Department of Civil Reporting, then, official of special assignments under the state controller.

In the fall of 1917 he moved to Kiev . Appointed Director of the 4th Department of State Control of the UNR .

In 1919-1926 - the state controller in the rank of minister in the governments of the UPR; Since 1926 - State Comptroller at the State Center of the UPR.

In November 1920 he emigrated to Poland. In 1923 he went to Prague.

He lectured on economic and social disciplines and the history of Ukrainian law at the Ukrainian Higher Pedagogical Institute. Drahomanova , and after the cessation of his activities in 1933 - at the Ukrainian Technical and Economic Institute. Since 1944 - professor at the Department of Political Economy of the Ukrainian Free University in Prague.

Since 1945 he lived in Germany, in 1949 he emigrated to the United States . He was a member of the control committee of the Ukrainian Finance Committee, the Union of Ukrainian National Democrats, professor at the Ukrainian Technical Institute in New York and the Ukrainian Free University in Munich.

The author of a number of works in the field of public finance and management. The manuscripts prepared for publication, “Derzhavna podatkova system in the USSR, the necessary reforms for Ukraine at the present time” (1943) and “The Significant Value of Cooperation with the People’s Government of Ukraine” (1944) were lost at the end of World War II.
