UN Security Council Resolution 896

UN Security Council Resolution 896 is a UN Security Council resolution unanimously adopted on January 31, 1994 after the adoption of resolutions 849 (1993), 854 (1993), 858 (1993), 876 (1993), 881 (1993) and 892 (1993), concerning the Georgian-Abkhaz war , and Resolution 868 (1993) on the safety of United Nations peacekeepers. The Security Council considered the possibility of creating a peacekeeping force in Abkhazia and Georgia and discussed the peace process in the region.

The Security Council welcomed the signing of the CommuniquΓ© during the second round of negotiations in Geneva , which adopted a memorandum of understanding and the importance of both parties observing their obligations in the peace process. The parties also advocated the creation of a United Nations peacekeeping force or other forces in the region subject to authorization by the United Nations. The Security Council took note of the negotiations to be held in Moscow on 8 February 1994, and the intention of Secretary - General Boutros Boutros-Ghali and his Special Adviser to conduct a new round of negotiations on 22 February 1994. The seriousness of the situation was indicated in Georgia, in which nearly 300,000 deportees from Abkhazia were present.

The parties were invited as soon as possible to resume negotiations and declare their readiness to find a solution in which it is necessary to respect the sovereignty and territorial integrity of Georgia . At the same time, it was emphasized that it is necessary to achieve progress in the political status of Abkhazia . [1] The mandate of the United Nations Observer Mission in Georgia (UNOMIG) was extended until March 7, 1994 with the possibility of increasing its strength if necessary.

Two options proposed by the Secretary-General regarding the establishment of a peacekeeping mission in Abkhazia and Georgia were noted, and he was also invited to report on the progress of the third round of negotiations and any circumstances in which a common effort would be required. This will depend on the progress made during the negotiations.

The resolution states that all refugees and deportees have the right to return, and all parties must fulfill their obligations in this regard and coordinate their actions on this issue. All attempts to change the demographic composition of Abkhazia by reorganizing it by persons who had not previously lived there were condemned. Finally, all parties are urged to respect the ceasefire and guarantee the safety of United Nations personnel, and Member States are urged to provide assistance to Georgia to help it overcome the effects of the conflict.
